Overview
The Employment Subsidy Scheme, 2017 is a wage-reimbursement incentive run by the Department of Industries, Government of Goa. It is aimed at businesses that hire local people, and it works on a simple bargain: the larger the share of Goan manpower on your regular rolls, the bigger the share of your wage bill the state pays back.
Two kinds of ventures are covered. The first is manufacturing industry across the Micro, Small, Medium and Large brackets. The second is Hinterland Eco-tourism projects operating within Goa. For both, the scheme is designed to make the state a more attractive place to set up and expand, and to sharpen the competitiveness of units already running there.
The wider purpose is employment. By tying the subsidy to the percentage of Goan citizens hired, the programme pushes businesses to build local teams rather than import labour, and it channels some of the gains of industrial growth back into households across the state. That link between industrial development and local job creation is the reason the scheme exists, and it is also what shapes its claim conditions, its payout slabs and its yearly ceiling.
Applications are made offline on a prescribed form and processed by the Directorate of Industries, Trade and Commerce (DITC), Goa.

Who can apply
The scheme is meant for manufacturing industries in Goa falling in the Micro, Small, Medium or Large category, and for Hinterland Eco-tourism projects located in the state.
- At least 60% of the manpower must be Goan, engaged on regular employment.
- The Goan employees counted in a claim have to stay continuously on the payroll through the claim year.
- Each Goan employee counted must be up to 60 years of age.
- Each of them must be drawing a gross salary of more than ₹8,000 per month.
- The enterprise must not have drawn benefits under any other employment generation scheme of the Government of India or the Government of Goa. This includes the Chief Minister's Rojgar Yojana (CMRY) and any benefit extended by the Department of Information Technology, Government of Goa.
Eligibility is assessed on the unit and on the employees it claims for, so payroll records and domicile proof for each Goan employee become central to the application.

What the funding covers
The support comes as a reimbursement of wages already paid, worked out per Goan employee. A unit can claim up to ₹7,000 per Goan employee per month.
- Micro, Small and Medium enterprises, and eco-tourism projects: total subsidy capped at ₹25,00,000 per year.
- Large enterprises: total subsidy capped at ₹50,00,000 per year.
The benefit is proportional to the Goan share of employment. A unit sitting at the 60% threshold receives 60% of the benefit, and the ratio climbs from there until it reaches the full 100% for units at 80% or more Goan employees.
Two further limits are applied before the reimbursement ratio is worked out. For MSME units and eco-tourism projects, the total eligible wages are restricted to 50%; for Large enterprises, the restriction is 25%.
The yearly ceiling is applied on a pro-rata basis from the date of production, and the subsidy can be claimed for a period not exceeding seven years.

Selection process
There is no competitive shortlisting or ranking round here. Instead, claims are examined by the Directorate of Industries, Trade and Commerce (DITC), Goa, which verifies whether the enterprise and the Goan employees named in the claim actually meet the scheme's conditions.
That scrutiny covers the classification of the unit as a manufacturing industry or a hinterland eco-tourism project, the Goan manpower percentage maintained, the age and salary position of each employee claimed, and whether the same benefit is being taken anywhere else under a central or state scheme.
The enterprise is also expected to allow DITC officials to inspect its records and employee details. Sanction follows once all specified conditions are satisfied, and it is subject to the availability of budgetary allocation.

Frequently asked questions
What exactly is the Employment Subsidy Scheme, 2017?
It is a Goa government incentive that pays back part of the wages a business pays to its Goan employees. The Department of Industries, Government of Goa, runs it, and it applies to manufacturing industries in the Micro, Small, Medium and Large categories as well as to Hinterland Eco-tourism projects in the state. The goal is to encourage local hiring and make Goa a more attractive base for industry.
How much money can my enterprise actually receive?
Reimbursement is capped at ₹7,000 per Goan employee per month. On top of that sits an annual ceiling: ₹25,00,000 for Micro, Small and Medium enterprises and eco-tourism projects, and ₹50,00,000 for Large enterprises. The final figure also depends on your Goan manpower percentage, since the benefit is paid proportionally.
What is the application deadline?
The deadline shown for this scheme is 30 September 2022.
Which businesses are eligible to apply?
Two groups qualify. The first is manufacturing industries classified as Micro, Small, Medium or Large. The second is Hinterland Eco-tourism projects operating in Goa. Beyond the category of the unit, you also need to clear the employment conditions on Goan manpower, employee age, salary levels and non-duplication with other government schemes.
How does the Goan manpower percentage affect my payout?
The subsidy moves with your local hiring ratio. At the minimum qualifying level of 60% Goan employees, you receive 60% of the benefit. The proportion rises with your Goan workforce until it reaches the full 100%, which applies to units where Goan employees make up 80% or more of the manpower.
Are there age or salary conditions for the employees I claim?
Yes. Every Goan employee counted towards the subsidy must be up to 60 years of age and must be drawing a gross salary of more than ₹8,000 per month. They also need to have been continuously on your payroll during the claim year, since the subsidy is calculated on regular employment.
Can I claim this subsidy along with other government employment schemes?
No. An enterprise that has already taken benefits under any other employment generation scheme of the Government of India or the Government of Goa cannot claim this one. The Chief Minister's Rojgar Yojana (CMRY) is specifically named, and benefits from the Department of Information Technology, Government of Goa, also disqualify a unit.
Does the scheme take equity in my company?
No. It is a subsidy, not an investment — the money comes to you as a reimbursement of wages paid to Goan employees. There is no equity, no stake and no repayment involved.
How long can I keep claiming the subsidy?
The grant period cannot exceed seven years. Within that window, the annual ceilings apply and the yearly amount is worked out on a pro-rata basis from the date of production.
Is DPIIT recognition or MSME registration required?
The scheme's stated conditions do not list DPIIT recognition as a requirement. It does, however, work by size and activity classification: your unit must fall within the Micro, Small, Medium or Large manufacturing category, or qualify as a Hinterland Eco-tourism project, and must satisfy the Goan manpower, age and salary tests.
What documents do I need, and where do I submit them?
You begin by downloading and printing the prescribed application form from the official Goa government portal. Fill in the mandatory fields, affix a passport-sized photograph and sign it as required. Attach self-attested copies of your supporting papers — proof of business registration, employee payroll records, Goan domicile proofs for the employees claimed, and compliance certificates. The completed form with all attachments goes to the Directorate of Industries, Trade and Commerce (DITC), Goa, within the prescribed claim period. Keep a copy of everything you submit.
How are claims assessed once I apply?
DITC verifies your eligibility and the employees you have claimed, checking the classification of your unit, your Goan manpower percentage, the age and salary of each employee and whether you have taken a similar benefit elsewhere. You must also permit officials to inspect your records and employee details. If every condition is met, the subsidy is sanctioned subject to the availability of budgetary allocation.
