Overview

The Goa State Logistics and Warehousing Incentives Scheme is a state subsidy that softens one of the heaviest upfront costs of putting up a logistics or warehousing facility — the statutory charges paid on land and property documents. It is a programme of the Department of Industries, Government of Goa, and is delivered on the ground by the Directorate of Industries, Trade and Commerce (DITC).

Under this component, an eligible entity gets back in full the stamp duty and the registration charges it has paid to the State Registrar. Each of the two heads carries a ₹10,00,000 cap, and each can be claimed once. Taken together, that can return up to ₹20,00,000 to a single project.

The support is meant for two sets of businesses: prospective developers setting up new logistics and warehousing projects in Goa, and existing units going in for expansion or diversification. It applies whether the land or premises involved are privately held or government owned, as long as the underlying purchase, lease or mortgage document is one the scheme recognises.

Two timing rules shape every claim. The stamp duty and registration expenditure must have been incurred after the Logistics and Warehousing Policy 2023 came into force, and the application itself can only be filed once construction of the project is complete and commercial operations have started. There is no closing date — the scheme window runs continuously, so an entity can apply as soon as it becomes eligible.

Highlights

  • 100% reimbursement of stamp duty and registration charges — ₹10,00,000 cap on each head, ₹20,00,000 in total.
  • Open to new logistics and warehousing projects as well as expansion or diversification in Goa.
  • Non-mega industries only: investment under ₹1,00,00,00,000 and/or fewer than 1,000 Goan employees.
  • At least 40% of the workforce must be Goan employees.
  • Apply only after construction is complete and commercial operations have commenced.
  • No closing date — applications run on a rolling basis through the Goa Online portal.

Who can apply

Eligibility rests on what the entity does, where it operates from, and how large it is.

  • Business activity: the applicant must be an eligible entity providing logistics and warehousing services, and a prospective developer establishing a logistics and warehousing project as described in the official guidelines.
  • Goa presence: it must own a business unit in Goa.
  • Size: it must qualify as a non-mega industry — investment below ₹1,00,00,00,000 and/or employment generation below 1,000 Goans.
  • Local employment: a minimum of 40% of the workforce must be Goan employees.
  • Timing of spend: the stamp duty and registration charges must have been paid after the launch of the Logistics and Warehousing Policy 2023.
  • Timing of application: the claim can be filed only after construction of the project is complete and commercial operations have commenced.
  • No double dipping: the entity must not have claimed a similar benefit under any other State or Central Government scheme.
  • Payment route: reimbursement is sought for stamp duty and registration charges that have been duly paid to the State Registrar.

Deadline & timing

Goa Logistics & Warehousing Incentives Scheme — ₹20 Lakh Subsidy accepts applications on a rolling basis — there is no fixed cut-off date, so eligible startups can apply at any time. Because rolling programmes can pause without notice, confirm the window is still open on the official site before you start.

What the funding covers

This is a reimbursement scheme, so the money comes back to the entity after the charges have already been paid.

  • Stamp duty — 100% reimbursed, up to ₹10,00,000. This covers stamp duty paid on the purchase of land, on the lease of land, a shed or a building (for one year), and on bonds or mortgage deeds executed in favour of Economic Development Corporation Limited (EDC Ltd.) and scheduled commercial banks. Stamp duty on lease deed documents for the allotment of plots and sheds by Goa Industrial Development Corporation (GIDC) is also covered.
  • Registration charges — 100% reimbursed, up to ₹10,00,000.

Each component is available one time per eligible entity, and the same applies to expansion and diversification projects. It makes no difference whether the project sits on private land or government land.

Because both heads are refunded in full up to their individual ceilings, the combined benefit an eligible project can reach is ₹20,00,000, which directly reduces the initial capital an entity has to block for land, sheds or buildings in Goa.

How to apply

Applications are submitted on the . Confirm the current deadline and document checklist there before you start.

Selection process

The Directorate of Industries, Trade and Commerce (DITC) first reviews the application it has received and may raise queries with the applicant if any shortfall is noticed in the form or in the documents filed.

Once the paperwork clears verification, DITC designates an official to inspect the entity and check its records and documents against the verification-cum-recommendation checklist (Annexure X). The inspection report is uploaded to the portal within 48 hours and is made available to the entrepreneur. The inspection covers the address of the land or building, the category of the project, the date of completion of construction, and the date on which commercial operations began.

The file then goes to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB), for due diligence. Based on Goa-IPB's recommendation, DITC prepares an appraisal note for the Incentive Review Committee (IRC), the body that scrutinises and sanctions the claims.

After the IRC's recommendation, DITC prepares the final approval note and hands it to the Accounts Department for disbursal. Sanctioned claims are taken up in chronological order and paid out within a maximum of 90 days from the date the application was received.

Frequently asked questions

How much funding can a project receive under this scheme?

Each eligible entity can get 100% of its stamp duty reimbursed up to ₹10,00,000, and 100% of its registration charges reimbursed up to another ₹10,00,000. Since the two heads are separate, the maximum combined benefit works out to ₹20,00,000, with each component claimable once.

Who is eligible to apply for this Goa subsidy?

The applicant has to be an eligible entity that provides logistics and warehousing services and owns a business unit in Goa. It must be a prospective developer establishing a logistics and warehousing project as per the official guidelines, qualify as a non-mega industry with investment below ₹1,00,00,00,000 and/or fewer than 1,000 Goan employees, and have provided a minimum of 40% local employment. The stamp duty and registration charges it wants reimbursed must have been paid to the State Registrar after the Logistics and Warehousing Policy 2023 was launched.

Does the scheme take equity in my company?

No. This is a subsidy in the form of a reimbursement — the entity pays the stamp duty and registration charges first, and the government refunds them up to the prescribed caps. Nothing is taken in return as shares or ownership, so the benefit is non-dilutive for the founders.

When can I file the application, and is there a deadline?

There is no fixed closing date — the scheme runs on a rolling, always-open basis. The two conditions that decide timing are that construction of the project must be complete and commercial operations must have commenced before you apply, and that the stamp duty and registration expenses must have been incurred after the launch of the Logistics and Warehousing Policy 2023.

Which payments exactly are covered by the reimbursement?

On the stamp duty side, the scheme reimburses duty paid for the purchase of land, for the lease of land, a shed or a building for a year, and on bonds or mortgage deeds executed in favour of EDC Ltd. and scheduled commercial banks, along with lease deed documents for plots and sheds allotted by GIDC. Registration charges paid on these transactions are reimbursed separately under the second component.

Do I need DPIIT recognition or MSME registration to apply?

The published eligibility conditions for this scheme do not list DPIIT recognition or MSME registration as requirements. What the applicant has to establish instead is that it is an eligible entity providing logistics and warehousing services, owns a business unit in Goa, is a non-mega industry, meets the 40% local employment norm, and has paid the stamp duty and registration charges to the State Registrar after the policy launch.

Can I claim this reimbursement along with another government scheme?

No. An applicant must not have claimed a similar benefit under any other scheme or programme of the State Government or the Central Government. The scheme does not allow the same stamp duty or registration expense to be reimbursed twice.

How do I apply for the scheme?

Applications go through the Goa Online portal at www.goaonline.gov.in. You register on the portal by verifying your email ID and mobile number through OTP and filling in the registration form with the mandatory fields, a login name and a password. After logging in, click on "Services" in the top ribbon, then "IT Services", then "Incentives on Logistics and Warehousing Sector" to open the application form. Fill in all mandatory fields, upload the required documents and submit — a unique registration number is generated, which you should note for future reference.

What happens after I submit the application?

DITC reviews the application and may raise queries if something is missing. Once verification is done, a designated official inspects the entity against the verification-cum-recommendation checklist (Annexure X) and checks the land or building address, project category, date of construction completion and date of commencement of commercial operations; that inspection report is uploaded to the portal within 48 hours. The file then goes to the CEO, Goa-IPB for due diligence, followed by an appraisal note to the Incentive Review Committee, which sanctions the claim. DITC then prepares the final approval note for the Accounts Department, and sanctioned claims are disbursed within a maximum of 90 days from the date the application was received.

Does the proportion of Goan employees affect how much I get?

It does. A minimum of 40% local employment — Goan employees — is a basic eligibility condition. Beyond that, the scheme's own guidance describes a graded benefit: entities whose Goan employees make up 60% or more of the payroll receive the full 100% benefit, while those above 40% but below 60% receive 80%.

Is a higher benefit available if I employ more Goans?

Yes. The scheme's guidance links the benefit level to the share of Goan employees on the payroll. A workforce that is 60% or more Goan attracts the full 100% benefit, whereas a share of more than 40% but less than 60% brings an 80% benefit. The 40% local employment level remains the minimum bar for eligibility.
