What exactly is the Employment Subsidy Scheme, 2017?
It is a Goa government incentive that pays back part of the wages a business pays to its Goan employees. The final figure also depends on your Goan manpower percentage, since the benefit is paid proportionally.

Which businesses are eligible to apply?
Two groups qualify. The first is manufacturing industries classified as Micro, Small, Medium or Large. The second is Hinterland Eco-tourism projects operating in Goa. Beyond the category of the unit, you also need to clear the employment conditions on Goan manpower, employee age, salary levels and non-duplication with other government schemes.
How does the Goan manpower percentage affect my payout?
The subsidy moves with your local hiring ratio. At the minimum qualifying level of 60% Goan employees, you receive 60% of the benefit. The proportion rises with your Goan workforce until it reaches the full 100%, which applies to units where Goan employees make up 80% or more of the manpower.
Are there age or salary conditions for the employees I claim?
Yes. Every Goan employee counted towards the subsidy must be up to 60 years of age and must be drawing a gross salary of more than ₹8,000 per month. They also need to have been continuously on your payroll during the claim year, since the subsidy is calculated on regular employment.
Can I claim this subsidy along with other government employment schemes?
No. An enterprise that has already taken benefits under any other employment generation scheme of the Government of India or the Government of Goa cannot claim this one. The Chief Minister's Rojgar Yojana (CMRY) is specifically named, and benefits from the Department of Information Technology, Government of Goa, also disqualify a unit.
Does the scheme take equity in my company?
No. It is a subsidy, not an investment — the money comes to you as a reimbursement of wages paid to Goan employees. There is no equity, no stake and no repayment involved.
How long can I keep claiming the subsidy?
Is DPIIT recognition or MSME registration required?
The scheme's stated conditions do not list DPIIT recognition as a requirement. It does, however, work by size and activity classification: your unit must fall within the Micro, Small, Medium or Large manufacturing category, or qualify as a Hinterland Eco-tourism project, and must satisfy the Goan manpower, age and salary tests.
What documents do I need, and where do I submit them?
You begin by downloading and printing the prescribed application form from the official Goa government portal. Fill in the mandatory fields, affix a passport-sized photograph and sign it as required. Attach self-attested copies of your supporting papers — proof of business registration, employee payroll records, Goan domicile proofs for the employees claimed, and compliance certificates. The completed form with all attachments goes to the Directorate of Industries, Trade and Commerce (DITC), Goa, within the prescribed claim period. Keep a copy of everything you submit.
How are claims assessed once I apply?
DITC verifies your eligibility and the employees you have claimed, checking the classification of your unit, your Goan manpower percentage, the age and salary of each employee and whether you have taken a similar benefit elsewhere. You must also permit officials to inspect your records and employee details. If every condition is met, the subsidy is sanctioned subject to the availability of budgetary allocation.
