Overview

The Tripura Industrial Investment Promotion Incentives Scheme, 2022 (TIIPIS 2022) is the State's package of industrial incentives, and the Capital Investment Subsidy is the first component within it. It is run by the Department of Industries and Commerce, Government of Tripura.

The design is simple: a unit spends first, and the department pays back a defined percentage of that eligible spend afterwards. Nothing is sanctioned in advance, and nothing needs to be returned as long as the enterprise remains eligible. This makes it a reimbursement claim rather than a grant, a loan or a prize.

Rates are set by two variables — whether the enterprise belongs to the Thrust Sector or the Non-Thrust Sector, and whether it is an MSME or a Large unit. MSMEs are reimbursed on eligible fixed capital, while Large units are reimbursed on their investment in land and building, with a higher overall ceiling attached to the Large unit track.

Both fresh units and existing units undertaking substantial expansion can claim. Private industrial-infrastructure developers cannot.

Because the claim follows the money, the paperwork matters: invoices, payment records, land documents and evidence that the plant or expansion was actually commissioned. The District Industries Centre verifies all of this before the subsidy reaches the enterprise account. Claims run on a rolling basis through SWAAGAT, the State's single-window portal, so there is no annual window to wait for.

The claimant has to be an industrial enterprise operating inside Tripura, either setting up new capacity or expanding existing capacity.

  • New or expanding industrial enterprises located in Tripura.
  • Three claimant tracks are recognised: Non-Thrust Sector MSMEs, Thrust Sector MSMEs, and Large units.
  • Units owned by ST, SC, PH or Women founders can add 5% over the MSME rate. This is a top-up inside the same ceiling — the scheme is not reserved exclusively for these categories.
  • Substantial expansion projects are treated on the same footing as new units when applying the 30% / 40% MSME rates.
  • Private industrial-infrastructure developers are excluded. The applicant must be investing in its own plant or building.
  • The investment being subsidised differs by track: eligible fixed capital for MSMEs, and land and building for Large units.

Udyam registration is the practical way for an MSME to establish which rate band it belongs to. It is not a gate that shuts Large units out, since they qualify on their own terms.
