Overview
FICIPRRS is a reimbursement-based subsidy run by the Directorate of Industries, Trade and Commerce, Government of Goa. Instead of releasing an upfront grant, it refunds money that eligible organisations have already spent on two specific things — getting their quality systems certified, and registering their intellectual property.
Two separate heads of support sit under the scheme. Certification costs are recovered in full, at 100% of what was actually spent on each certification, but the total any one applicant can claim is capped at a combined ₹8,00,000 across the entire validity of the scheme. Intellectual Property Rights are treated differently: 50% of professional fees plus the fees paid to the registry are refunded, up to a maximum of ₹15,00,000 for the whole scheme period.
The scheme exists because certification and IP protection are costly but often decide whether a small manufacturer, hospital or college can compete outside its home market. By absorbing part of that burden, the Goa government pushes local units and institutions towards internationally accepted quality standards and towards formally protecting the technology and brands they create.
Because the support is a reimbursement rather than an investment, recipients give up no equity or ownership. It is also designed as a supplementary benefit: an applicant that has already drawn a similar incentive from another Government of Goa scheme, or under a Department of Information Technology policy, cannot claim again here, and where Central Government assistance has been received for the same certification, only the remaining balance is reimbursed.

Who can apply
Three types of organisations can use this scheme:
- Industrial units of any category that operate in Goa.
- Hospitals recognised by the Government of Goa and operating in the state.
- Educational institutions recognised by the Government of Goa and functioning in the state.
The applicant must already hold the certification or the intellectual property right for which it is seeking money back. Certifications and IPRs are eligible only if the Task Force Committee accepts them, so the standing of the issuing body matters — the scheme targets recognised national and international quality certifications such as ISI and ISO.
A no-double-dipping condition also applies. An applicant that has already taken similar benefits under another Government of Goa scheme, or under any policy of the Department of Information Technology, Government of Goa, cannot claim here. Where Central Government assistance has been received for the same certification, reimbursement under this scheme is restricted to the balance amount.

What the funding covers

Certification reimbursement — up to ₹8,00,000. The full actual expenditure incurred per certification is repaid, subject to a combined ceiling of ₹8,00,000 for the entire scheme period. This covers charges tied to obtaining recognised national and international quality certifications such as ISI and ISO.

Selection process
