Frequently asked questions

How much money can an applicant actually receive under FICIPRRS?

There are two separate heads of support. On certifications, the scheme pays back the full actual expenditure per certification, but all claims put together cannot exceed ₹8,00,000 for the whole scheme period. On intellectual property, it pays back 50% of professional fees and registry fees, with a maximum of ₹15,00,000 over the scheme period.

Who is eligible to apply for this Goa scheme?

Industrial units of any category operating in Goa, hospitals recognised by the Government of Goa, and educational institutions recognised by the Government of Goa. The organisation must be operating in Goa and must already hold the certification or intellectual property right it wants reimbursed.

Which certifications qualify for reimbursement?

The scheme names ISI and ISO certifications as its targets, and in general covers recognised national and international certifications for quality standards. The final call on whether a particular certification is acceptable rests with the Task Force Committee, so a certification is only reimbursable once that committee accepts it.

What kind of intellectual property does the scheme cover?

The scheme reimburses professional and registry fees for registering Intellectual Property Rights, and its support is aimed at protections such as patents, trademarks and copyrights. As with certifications, the IPR must be accepted by the Task Force Committee before it can be reimbursed.

Does the scheme take equity or a stake in my organisation?

No. This is a subsidy paid as a reimbursement against money you have already spent, so nothing is taken in the form of shares, ownership or profit participation.

Is there a deadline to apply?

The scheme runs on a rolling, always-open basis rather than a fixed closing date. Applications are, however, meant to be filed within any prescribed application period if one applies, so it is worth checking the current guidelines or confirming submission timelines with the Directorate of Industries, Trade and Commerce before you file.

Can I claim this benefit if I have already received similar support elsewhere?

Not in full. If you have already taken similar benefits under another Government of Goa scheme, or under any policy of the Department of Information Technology, Government of Goa, you cannot claim this reimbursement. And if you received Central Government assistance for the same certification, this scheme reimburses only the balance that remains.

Which expenses will not be reimbursed?

Under the certification head, expenses such as lodging, boarding, refreshment and travel are explicitly excluded. Only the eligible charges connected to obtaining the certification are considered.

How do I apply, and what documents do I need to submit?

Download and print the prescribed application form, available on the Department of Industries, Trade & Commerce, Government of Goa website. Fill in all mandatory fields and attach the supporting papers — proof of the certification, IPR registration documents, expenditure receipts, and recognition certificates for your institution or hospital — self-attested where required. The signed form and enclosures are then submitted offline to the Directorate of Industries, Trade & Commerce in Goa. The scheme details are published at https://www.goa.gov.in/wp-content/uploads/2019/10/target-schemes.pdf.

What happens after the reimbursement is disbursed?

Beneficiaries must allow any authorised official from the Directorate of Industries, Trade & Commerce free access to inspect and supervise, or to hold discussions, in order to confirm that the incentive or subsidy was properly used. Disbursal itself is also subject to budgetary allocations and to the applicant meeting every condition of the scheme.
