The second is a one-time payment for technical know-how or technology transfer obtained from a recognised national or international organisation.

The clause is worded as reimbursement in full rather than part payment, and it carries no rupee ceiling. The figure is therefore not fixed in advance; it follows whatever eligible fee the enterprise actually had to pay. No floor is written into it either.

This is not equity, and it is not a consultancy retainer from the State. The enterprise pays the certifying body or the licensor first and claims the amount back afterwards. There is no closing date attached to this clause — the scheme runs on a rolling basis, so a claim can be filed once the fee falls due. Applications go through the SWAAGAT portal and the local District Industries Centre.

• The claimant must be an eligible industrial enterprise located in Tripura under TIIPIS 2022.

• A renewal of an already-held Standard Certification qualifies on the same full-reimbursement basis.

• The technology-transfer or know-how refund is available only once.

• The claim is filed after the fee becomes payable or has been paid. It is not an advance made by the State to the certifying body.

• The issuing body has to be national or international, and the technology must come from a recognised national or international organisation. A deal with an unrecognised party falls outside the clause.

• No rupee ceiling is stated in the clause, and no rupee floor is set either.

Claims are refused where the issuer is not recognised, where the certification falls outside the selected twelve, or where a second technology-transfer fee is claimed after the one-time benefit has already been used.

Where the claim is approved, the eligible fees are reimbursed in full, since the clause sets no rupee cap.
