Selection process

Approval runs through two stages, each with its own verification step.

Stage 1 — Registration. The unit files an application in the prescribed format with the Industries Commissioner, along with supporting documents, within one year of loan disbursement, the start of production or the policy's operative date, whichever is later. The Industries Commissioner's office then scrutinises and verifies the documents under the established procedure, and a registration certificate is issued once the application clears.

Stage 2 — Provisional or Final Eligibility Certificate. After the date of commercial production (DoCP), the unit applies to the authority that matches its category:

  • MSME units with GFCI up to ₹10 crore apply to the General Manager, District Industries Center.
  • MSME units with GFCI above ₹10 crore and up to ₹50 crore apply to the MSME Commissioner, within one year of DoCP or of the Government Resolution's issuance, whichever is later.
  • Units other than MSMEs apply to the Industries Commissioner, within one year of DoCP or of the registration certificate's issuance, whichever is later.

Each authority examines the submission to confirm that real expenditure was made on recognised certification and on testing equipment, and that the paperwork is complete. The eligibility certificate is then issued and the reimbursement processed.
