Overview
Gujarat Textile Policy is an umbrella programme of the state's Industries and Mines Department, in force from 1 October 2024 to 29 September 2029. It spans every sub-sector of the textile value chain. Assistance for Quality Certification is one component within it — the part that pays back a share of what a unit spends on quality compliance.
The reasoning behind the component is simple. Marks such as BIS, ISI, WHO-GMP and Hallmark are effectively the entry ticket to organised buyers, export orders and regulated markets, and the testing machinery that supports them is expensive to install and maintain. Instead of leaving that burden entirely on the unit, the state reimburses half of the cost, subject to a per-unit ceiling.
The umbrella policy also carries a wider agenda: pulling more investment into Gujarat's textile chain, trimming the sector's carbon footprint, backing green growth and sharpening the industry's international competitiveness, with garments, apparel and technical textiles receiving particular attention.
Highlights
- Up to ₹10,00,000 per unit across certification and testing equipment
- 50% reimbursement of recognised certification fees
- 50% reimbursement of testing equipment cost plus calibration charges
- Covers marks such as BIS, ISI, WHO-GMP and Hallmark
- Applications are offline with no fixed closing date — the policy runs 1 October 2024 to 29 September 2029
- Aligned with the policy's green-growth and carbon-footprint goals
Who can apply
Eligibility here turns on money the unit has already spent, not on a pitch or a competitive selection round. The certification must come from a recognised national or international body, and the unit must have genuinely incurred the related expenditure.
- The applicant must be an industrial unit in Gujarat's textile sector, covering any sub-sector of the value chain.
- The quality certification must be issued by a recognised national or international agency.
- Actual expenses must have been incurred on the certification and, where applicable, on testing equipment.
- The claim has to be filed within one year of the certification date.
- Registration must be applied for within one year of loan disbursement, the start of production, or the policy's operative date — whichever of these falls last.
- Where the eligibility application goes depends on the unit's classification: MSME units with GFCI up to ₹10 crore file with the General Manager, District Industries Center; MSME units with GFCI above ₹10 crore and up to ₹50 crore file with the MSME Commissioner; units that are not MSMEs file with the Industries Commissioner.

What the funding covers
Support under this component is a reimbursement rather than a loan or an equity investment. The unit is paid back a portion of money it has already spent, and the state takes no stake in the business.
- 50% of the fees charged by recognised certification agencies for marks such as BIS, ISI, WHO-GMP and Hallmark. Travel, hotel and surveillance charges fall outside the reimbursable amount.
- 50% of the cost of the testing equipment and machinery a unit needs, along with the calibration charges on that equipment.
- A combined ceiling of ₹10,00,000 (₹10 lakh) per unit under this component.
The idea is to ease the financial load that comes with quality compliance and technology upgrades, so that units in the state can hold high production standards and stay competitive beyond India.

Selection process
Approval runs through two stages, each with its own verification step.
Stage 1 — Registration. The unit files an application in the prescribed format with the Industries Commissioner, along with supporting documents, within one year of loan disbursement, the start of production or the policy's operative date, whichever is later. The Industries Commissioner's office then scrutinises and verifies the documents under the established procedure, and a registration certificate is issued once the application clears.
Stage 2 — Provisional or Final Eligibility Certificate. After the date of commercial production (DoCP), the unit applies to the authority that matches its category:
- MSME units with GFCI up to ₹10 crore apply to the General Manager, District Industries Center.
- MSME units with GFCI above ₹10 crore and up to ₹50 crore apply to the MSME Commissioner, within one year of DoCP or of the Government Resolution's issuance, whichever is later.
- Units other than MSMEs apply to the Industries Commissioner, within one year of DoCP or of the registration certificate's issuance, whichever is later.
Each authority examines the submission to confirm that real expenditure was made on recognised certification and on testing equipment, and that the paperwork is complete. The eligibility certificate is then issued and the reimbursement processed.

Frequently asked questions
How much money can a textile unit actually receive under this component?
The ceiling is ₹10,00,000 (₹10 lakh) per unit. Within that limit, you are reimbursed 50% of the fees paid to recognised certification agencies and 50% of the cost of testing equipment and machinery, including the calibration charges on that equipment.
Which expenses are left out of the reimbursement?
Only fees charged by recognised certification agencies count towards the certification part. Travel, hotel and surveillance charges are not reimbursable. On the equipment side, support covers the testing machinery you need and its calibration, and everything still has to fit inside the ₹10 lakh overall cap.
Which quality certifications does the scheme recognise?
Certification has to come from a recognised national or international body. The policy names BIS, ISI, WHO-GMP and Hallmark as examples of the kind of marks it supports.
Does my unit have to be an MSME to claim this subsidy?
No. Both MSME and non-MSME industrial units in the textile sector can apply — the difference is simply where the eligibility application is filed. MSME units with GFCI up to ₹10 crore go to the General Manager of the District Industries Center, MSME units with GFCI above ₹10 crore and up to ₹50 crore go to the MSME Commissioner, and all other units go to the Industries Commissioner.
Do I need DPIIT recognition or MSME registration to apply?
DPIIT recognition is not mentioned among the scheme's conditions. What the scheme does ask for is certification from a recognised national or international body, evidence that the related expenditure was genuinely incurred, and an application filed within the specified timelines.
Is there a last date to apply?
There is no single closing date — the policy window runs from 1 October 2024 to 29 September 2029 and applications are treated as rolling. What matters is the clock running on each unit: registration must be applied for within one year of loan disbursement, the start of production or the policy's operative date, whichever comes last, and the certification claim must be made within a year of the certification date. Eligibility certificate applications follow one year from the date of commercial production, or from the Government Resolution or registration certificate, whichever is later.
How do I apply, and can the process be completed online?
The process is offline. You first file the prescribed-format application with the Industries Commissioner together with your supporting documents to obtain registration. Once you have your date of commercial production, you apply for a Provisional or Final Eligibility Certificate to the authority that matches your unit's category.
What happens after the application is submitted?
The Industries Commissioner's office scrutinises the registration papers against the prescribed procedure and issues a registration certificate if everything is in order. The eligibility application then goes to the relevant authority, which verifies that actual expenses were incurred on recognised certification and testing equipment and that the documentation is complete. Once that is confirmed, the eligibility certificate is issued and the reimbursement is processed.
Does the government take equity or a share of my business in return?
No. This is a subsidy — a reimbursement of expenditure you have already made — so no equity is taken, no stake is held and nothing has to be repaid.
