Overview

The Interest Subsidy on Term Loan (IS) is one of the sub-schemes offered under Banglashree, the fiscal incentive package for micro, small and medium enterprises administered by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal.

The scheme stays in force from 1 April 2020 to 31 March 2025. During that period it returns a share of the interest an approved manufacturing unit pays each year on its borrowing, which brings down the running cost of a project and strengthens its cash flow and financial viability.

Banglashree's broader aim is to encourage entrepreneurs to set up new MSMEs and to spread that growth evenly across West Bengal — building an ecosystem that uses local resources better, creates fresh employment, and enlarges the state's industrial base so it can compete nationally.

The interest support is not tied to a single lender. Term loans taken from Commercial Banks, Cooperative Banks, RBI-approved Scheduled Banks, Regional Rural Banks (RRBs), and Central or State Financial Institutions for an approved project all fall within its scope.

Highlights

  • Interest subsidy of 55%–70% for Micro & Small manufacturing units and 25% for Medium units
  • Annual ceiling of ₹1.75 crore for medium enterprises, with overall support up to ₹1.8 crore
  • Benefit runs for 5 years on term loans from banks and approved financial institutions
  • Open only to manufacturing MSMEs with DOCCP between 1 April 2020 and 31 March 2025
  • Applications close 31 March 2025 and are submitted online via the Shilpasathi Portal

Who can apply

An enterprise has to satisfy every one of the conditions below to be considered:

  • Size: it must be a Micro, Small or Medium Enterprise.
  • Sector: it must be engaged in manufacturing. Service-sector businesses fall outside the scheme.
  • Start of production: production must have begun on or after 1 April 2019.
  • DOCCP window: the Date of Commencement of Commercial Production (DOCCP) must fall between 1 April 2020 and 31 March 2025.
  • Ownership type: the unit must belong to the private sector, the cooperative sector, a joint sector undertaking, or be a company/undertaking owned and managed by the State Government or by Industrial SHGs.

The published criteria do not include separate founder-level requirements — eligibility turns on the enterprise itself, its sector, the entity type and the date production began.

What the funding covers

The scheme pays a percentage of the annual interest liability an eligible unit incurs on its term loan, and the benefit continues for 5 years. How much you get depends on your enterprise category and on the zone in West Bengal where the unit is located:

  • Micro & Small Enterprises: 55% of the annual interest liability in Zone A & B, and 70% in Zone C, D & E.
  • Medium Enterprises: 25% of the annual interest liability across Zones B, C, D & E, subject to a ceiling of ₹1.75 crore (₹17,500,000) per year.

Overall, support under the scheme can reach up to ₹1.8 crore. The subsidy applies to term loans availed from Commercial Banks, Cooperative Banks, RBI-approved Scheduled Banks, Regional Rural Banks (RRBs), and Central or State Financial Institutions — so the benefit attaches to the loan you already hold, not to a separate grant account. By absorbing part of the interest outflow, it lowers operational cost and improves the financial stability of the approved project.

Selection process

All applications are filed online through the Shilpasathi Portal. From there, the case moves to a dedicated committee or review panel constituted by the Department of MSME and Textiles, Government of West Bengal, or to an agency appointed for the purpose.

The panel's role is verification rather than competition — there is no ranking or pitch round. It examines the application and the supporting documents to confirm that the unit genuinely meets the scheme's conditions: MSME classification, manufacturing activity, the date of commencement of commercial production, and the validity of the term loan taken from a recognised financial institution.

Where the details submitted align with the scheme guidelines, the enterprise is approved for the interest subsidy. Once Form-A is submitted, the portal issues an application reference number, which the applicant should retain in order to track the status of the case.

Frequently asked questions

How much subsidy can an MSME actually receive under this scheme?

The amount depends on your enterprise category and the zone your unit sits in. Micro and Small Enterprises get 55% of their annual interest liability in Zone A & B and 70% in Zone C, D & E. Medium Enterprises get 25% across Zones B, C, D & E, with a yearly ceiling of ₹1.75 crore (₹17,500,000). Across the scheme, support can go up to ₹1.8 crore.

Which loans qualify for the interest subsidy?

The subsidy applies to term loans taken for an approved project from Commercial Banks, Cooperative Banks, RBI-approved Scheduled Banks, Regional Rural Banks (RRBs), and Central or State Financial Institutions. In other words, it works on borrowing you already have from a recognised lender rather than through a separate funding account.

Who is eligible to apply?

Your unit must be a Micro, Small or Medium Enterprise in the manufacturing sector. Production should have started on or after 1 April 2019, and the Date of Commencement of Commercial Production (DOCCP) must fall between 1 April 2020 and 31 March 2025. The unit also has to be in the private sector, the cooperative sector, a joint sector undertaking, or a company/undertaking owned and managed by the State Government or an Industrial SHG.

Can a services-sector business apply for this subsidy?

No. The scheme is restricted to the manufacturing sector. A business operating in services does not qualify, even if it otherwise meets the size and production-date conditions.

For how long does the interest subsidy continue?

An eligible enterprise receives the subsidy on its annual interest liability for a period of 5 years from the date of commencement of commercial production, provided it continues to meet the scheme's conditions.

What is the last date to apply?

The scheme remains in force until 31 March 2025. Applications must be submitted online within 12 months of the Date of Commencement of Commercial Production (DOCCP), or within 12 months of the date the Banglashree scheme was notified — whichever is later. This applies only where the DOCCP itself falls between 1 April 2020 and 31 March 2025.

How and where do I apply?

Applications are made entirely online on the Shilpasathi Portal at silpasathi.wb.gov.in. You first create a user registration by selecting your applicant type and entering your registration number, then log in to your dashboard. From there, choose 'ALL SERVICES', pick 'MSME Incentive' and click 'Create CAF' to generate a Common Application Form ID. After completing the eligibility form and the CAF, you move to 'Online Form - A', fill in the year-wise subsidy details under 'APPLY SUBSIDY', upload your documents, and finish with 'VERIFY & SUBMIT'. On submission you receive an application reference number to track your case.

What documents are typically needed?

Applicants generally have to provide proof of MSME status, project details, loan sanction letters, evidence of interest paid, and the certificate showing commencement of commercial production. These are uploaded on the Shilpasathi Portal, which also carries a user manual setting out the specific document requirements.

Does the government take equity or a stake in my business for this subsidy?

No. This is an interest subsidy — a fiscal incentive that offsets part of the interest you pay on a term loan. It is not an equity investment, so the government does not acquire shares or any ownership stake in your enterprise.

Do I need DPIIT recognition to apply?

DPIIT recognition is not among the conditions listed for this scheme. Eligibility rests on being a micro, small or medium manufacturing enterprise, meeting the ownership-type conditions, and having a DOCCP within the specified window. Applicants are generally asked to submit proof of their MSME status as part of the application.
