Overview
State Capital Investment Subsidy (CIS) is one component of Banglashree, West Bengal's wider incentive framework for Micro, Small and Medium Enterprises. The Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, brought the parent scheme into force on 1 April 2020, and CIS is the part of it that reimburses a share of what an enterprise has spent on fixed capital for an approved project.
The logic behind it is to draw manufacturing investment into West Bengal's industrial zones and spread that investment beyond the districts that are already crowded. When a subsidy lowers the effective cost of plant, machinery and other fixed assets, a new unit becomes easier to finance — and the state expects that to show up as more factories, more jobs and better use of local resources. Over time the aim is to lift the state's position in the country's MSME landscape.

Who can apply
To qualify for the State Capital Investment Subsidy, an enterprise has to clear a set of tests covering its sector, its size band, its location, the date it started production, its legal structure and when it files its first application.
- Sector: the unit must be engaged in manufacturing.
- Size: the sub-scheme is built for micro and small enterprises. The broader Banglashree framework covers the MSME band, but CIS incentives are structured around micro and small units.
- Production start: commercial production must have commenced on or after 1 April 2019.
- DOCCP window: the Date of Commencement of Commercial Production must fall between 1 April 2020 and 31 March 2025.
- Location: eligible units are those in the designated Zones C, D and E. Zones A and B matter only for the separate reserved-category subsidy described in the funding section.
- Entity type: private sector units, cooperative sector units, joint sector undertakings, state government-owned companies and undertakings, and Industrial Self-Help Groups are all permitted.
- Application timing: the first application must reach the department within 12 months of the DOCCP, or within 12 months of the date Banglashree was notified — whichever is later.
