How much funding does the State Capital Investment Subsidy actually offer?
The amount depends on your size band and your zone. Micro enterprises receive 25% of fixed capital investment in Zone C, 40% in Zone D and 60% in Zone E. Small enterprises receive 15%, 30% and 40% in those same zones. Enterprises wholly owned by women, SC/ST or minority entrepreneurs can add another 20%, and once everything is combined the total is capped at ₹50 lakh for small units in Zones C and D, and ₹75 lakh for those in Zone E.
Who is eligible to apply for CIS?
Your unit has to be a micro or small enterprise in the manufacturing sector. Commercial production must have started on or after 1 April 2019, and the Date of Commencement of Commercial Production must fall between 1 April 2020 and 31 March 2025. The unit should be located in Zones C, D or E. Private sector units, cooperative sector units, joint sector undertakings, state government-owned companies and undertakings, and Industrial Self-Help Groups are all eligible structures. Your first application must be filed within 12 months of the DOCCP, or within 12 months of the date Banglashree was notified, whichever is later.
Is there extra support for women, SC/ST and minority entrepreneurs?
Yes. Micro and small enterprises that are wholly owned by women, SC/ST or minority community entrepreneurs receive an additional 20% subsidy on top of the standard rate. Reserved-category enterprises located in Zones A and B are covered by a separate subsidy instead — 15% for micro units and 10% for small units.
What is the deadline to apply?
There is no single published cut-off date, because CIS is a rolling scheme. The deadline that applies to you is personal to your project: your first application is due within 12 months of your Date of Commencement of Commercial Production, or within 12 months of the date Banglashree was notified, whichever comes later. Keep in mind that your DOCCP itself must fall between 1 April 2020 and 31 March 2025.
Which zones are covered by the State Capital Investment Subsidy?
The main CIS slabs apply to enterprises in Zones C, D and E. Zones A and B are relevant only for the separate reserved-category subsidy, which pays 15% to micro enterprises and 10% to small enterprises that are wholly owned by women, SC/ST or minority entrepreneurs.
Do I need MSME registration to apply?
The scheme is built for enterprises that fall within the MSME band, and specifically within the micro and small categories for this sub-scheme. The Shilpasathi registration process asks you to select an applicant type and enter a registration number as part of creating your user profile, so keep your registration details handy before you begin.
Does this subsidy take equity in my business?
No. CIS is a subsidy, not an investment. The state pays a share of your fixed capital investment for the approved project and takes no stake in your company in return. You do not issue shares or give up any ownership to receive it.
How do I apply for the subsidy?
Everything runs through the Shilpasathi Portal. Register as a new user, enter your applicant type and registration number, then log in with your credentials or an OTP. From the dashboard, open ALL SERVICES and choose MSME Incentive. Create your CAF ID, complete the eligibility form and the Common Application Form, then move on to Online Form-A. In the APPLY SUBSIDY section you check your year-wise subsidy items and save; in the FILL UP SUBSIDY tab you enter the year-wise details, using Add More if your claim spans several years. Upload the supporting documents, preview the form, click VERIFY & SUBMIT, accept the declaration and submit. You will receive an application reference number that lets you track progress.
How is my application evaluated?
Once you submit, the department verifies that your enterprise meets the eligibility conditions — the enterprise type, the sector, and whether commercial production began within the permitted dates. The eligibility form and the Common Application Form are reviewed closely, and your year-wise subsidy details and uploaded documents are scrutinised. The final call on whether the subsidy is admissible, and for how much, rests on how far your application complies with the scheme guidelines and whether your fixed capital investment figures are verified.
