West Bengal Textile Incentive Scheme — 100% Stamp Duty Reimbursement — Frequently Asked Questions

FAQ

Answers to the questions founders most often ask about West Bengal Textile Incentive Scheme — 100% Stamp Duty Reimbursement — who qualifies, the funding amount, required documents and how the application works.

Frequently asked questions

How much money does this scheme actually give?

It refunds 100% of the stamp duty and registration fee you paid to register the documents for your textile unit in West Bengal. The rupee value varies from case to case, since it depends on the duty and fees you actually incurred — the scheme does not work on a fixed slab.

Is there a last date to apply?

No. Applications are rolling and always open, so you can submit through the department's online portal whenever your unit and paperwork are ready.

Which businesses are eligible?

Units engaged in manufacturing or processing textiles, apparel and technical textile products are covered. Private, co-operative and joint sector units qualify, and so do companies or undertakings owned or managed by the State Government.

My unit started production before April 2022. Can I still claim the reimbursement?

No. The scheme applies only to units that commenced production on or after 1 April 2022, which is the cut-off built into the eligibility conditions.

Does the scheme take equity in my company or require repayment?

Neither. This is a reimbursement-based subsidy, not an investment. You are refunded money you have already spent, so no equity, shares or ownership stake is given up, and nothing has to be paid back.

Does my project need approval from a bank or financial institution?

Yes. The project must have been approved and sanctioned by a Central Financial Institution, a Commercial Bank or a State Financial Institution. This prior sanction is one of the critical requirements checked during assessment.

What documents and certificates do I need for the application?

You will need a Registration Certificate, a Date of Commencement Certificate and an Eligibility Certificate issued by the Director of Textiles, along with evidence of the project's approval and sanction by a recognised financial institution. On the portal, the Common Application Form (CAF), Form A and Form C — the last only if applicable — must be completed, self-signed and uploaded.

How do I apply for the reimbursement?

Applications are made online through the Department of Textiles portal. You first create a user account on the registration page, then log in with your registered email ID and password. After that, fill in the eligibility form, check your eligibility within the portal, complete the CAF along with Form A and Form C where required, download and self-sign those forms, upload the signed copies, and submit. A helpdesk from the Directorate of Textiles is available if you get stuck.

Do I need DPIIT recognition or MSME registration to apply?

DPIIT startup recognition is not mentioned among the published eligibility conditions, and MSME registration is not listed as a requirement either. What the scheme does ask for is textile-related activity, the production start date, a project sanctioned by a recognised financial institution, and the three certificates issued by the Director of Textiles.

Can co-operative units and State Government undertakings also claim this?

Yes. The scheme is not limited to private companies. Co-operative sector units, joint sector units, and companies or undertakings owned or managed by the State Government are all eligible, provided the other conditions on production date, project sanction and certificates are met.
