How much funding does this scheme actually give?

It does not disburse cash. The support is a full waiver — 100% — of the fees for conversion and mutation of land attached to an approved textile project. The rupee value therefore varies from case to case, depending on the land and the fees involved.

Which scheme is this a part of, and who runs it?

It is a sub-scheme of the West Bengal Textile Incentive Scheme, which was introduced on 13 December 2022 by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal. The parent scheme covers the whole textile value chain, from fibre production to stitched garments.

Which businesses are eligible to apply?

Units in the manufacturing and processing of textiles, apparel and technical textiles products qualify. They may be in the private sector, the co-operative sector or the joint sector, or owned and managed by the State Government. In addition, production must have started on or after 1 April 2022, the project must have been approved and sanctioned by a Central Financial Institution, a Commercial Bank or a State Financial Institution, and the unit must hold the required Registration, Date of Commencement and Eligibility Certificates.

My unit began production before April 2022. Can I still apply?

No. The scheme requires production to have commenced on or after 1 April 2022, so a unit that started earlier does not satisfy this condition.

Do I need DPIIT recognition or MSME registration to apply?

Neither DPIIT recognition nor MSME registration forms part of the stated eligibility conditions for this sub-scheme. What it does require is a Registration Certificate, a Date of Commencement Certificate and an Eligibility Certificate issued by the West Bengal Tourism Development Corporation Limited, along with prior sanction of the project from a Central Financial Institution, a Commercial Bank or a State Financial Institution.

Is this a loan, or does the scheme take equity in my company?

Neither. It is a fee waiver, not a loan and not an investment. Nothing has to be repaid and no stake in the business is surrendered — the benefit is entirely non-dilutive.

What documents do I need for the application?

You will need your Registration Certificate, Date of Commencement Certificate and Eligibility Certificate from the West Bengal Tourism Development Corporation Limited, plus proof that your project was approved and sanctioned by a recognised financial institution. On the portal you complete the Common Application Form (CAF) and, where applicable, Form A and Form C, then download, self-sign and upload scanned copies of those forms together with any other supporting documents the portal asks for.

How do I apply for the waiver?

The process is fully online. Register on the official West Bengal Textile Incentive Scheme website and fill in the mandatory details, confirm your registration, then log in with your registered email ID and password. Complete the eligibility form and check your eligibility, fill the CAF, complete Form A and Form C if they apply to your project, download and self-sign them, upload the scans along with supporting documents, and review everything before the final submission. What is the deadline for applying, and how long is the scheme valid?

There is no fixed last date for individual applications — they are accepted on a rolling basis. The scheme itself runs for five years from its launch on 13 December 2022, which means it stays in force until 12 December 2027.
