Selection process
Incentive claims are not awarded through a competitive pitch. They move through a defined administrative route, with each stage completed in order.
Step 1 — In-principle approval. Before commercial production begins, the enterprise files a Common Application Form (CAF) through the single-window portal mandated by the Uttarakhand Enterprise Single Window Facilitation and Licensing Act, 2012. The District/State Empowered Committee examines the application and grants in-principle approval.
Step 2 — Commercial production. The unit must begin commercial production (or complete its substantial expansion) on 1 August 2023 or later, within the policy's operational period.
Step 3 — Online claim. Once production has started, the enterprise applies for the relevant incentives through the "Incentive Tab" on the official Invest Uttarakhand portal.
Step 4 — Verification and approval. Claims are reviewed and approved by the State Level Authorized Committee, headed by the Director General/Commissioner of Industries. The committee tests each claim against the policy's conditions, including the additional capital investment and capacity increase requirements and the possession of in-principle approval.
Step 5 — Disbursement. Approved incentives are released. Capital subsidies are paid in annual instalments, while other incentives are disbursed as a lump sum.
