How much funding can my enterprise receive under the Uttarakhand MSME Policy 2023?

Which enterprises are eligible for these incentives?
Micro, Small and Medium manufacturing enterprises located in Uttarakhand are eligible, provided they do not fall into the policy's restricted categories. Your incentive level is then determined by your classification as a micro, small or medium unit and by which district category — A, B, C or D — your unit is located in.
What must an existing enterprise demonstrate to qualify?
An already-operating unit has to commit to at least 25% additional capital investment and achieve at least a 25% increase in capacity. Both conditions apply together. Units simply continuing at their current scale do not meet the threshold for expansion-linked benefits.
Is this a loan or a grant, and does the government take equity?
Neither a loan nor an equity deal. The Uttarakhand MSME Policy 2023 is a subsidy and reimbursement scheme — the state returns a defined share of costs you have already incurred, such as stamp duty, capital investment, loan interest or certification fees. No stake in your company is taken in return, so the support is non-dilutive.
Is there a deadline to apply?
No. The policy runs on a rolling basis with no closing date, so applications can be filed at any point during its operational period. There is, however, a production cut-off: commercial production for a new unit or a substantial expansion must have begun on 1 August 2023 or later.
How and where do I apply for the incentives?
Incentive claims are filed online through the "Incentive Tab" on the official Invest Uttarakhand portal at www.investuttarakhand.uk.gov.in, once commercial production has started. Before that, you must secure in-principle approval from the District/State Empowered Committee by submitting a Common Application Form through the single-window portal.
What is the Common Application Form (CAF) and when do I need it?
The CAF is the application filed through the single-window portal set up under the Uttarakhand Enterprise Single Window Facilitation and Licensing Act, 2012. You file it before commencing commercial production, because it is the route to the in-principle approval that the District/State Empowered Committee must grant. Without that approval in hand, a later claim for incentives will not clear verification.
Who approves my claim, and how is the money paid out?
Every claim is assessed by the State Level Authorized Committee, which is headed by the Director General/Commissioner of Industries and checks the application against the policy's conditions. Once approved, capital subsidies are released in equal annual instalments — 2 for micro-enterprises and 5 for small and medium enterprises. All other incentives, such as DPR assistance, stamp duty, interest, market fee and quality certification reimbursements, are paid as a lump sum.
Can a brand-new unit apply, or is the policy only for established businesses?
Both can apply. New manufacturing units setting up in Uttarakhand are covered, as are existing enterprises that undertake expansion or diversification — as long as commercial production or the expansion began on or after 1 August 2023 and the existing unit meets the 25% additional investment and 25% capacity increase tests.
Is there separate support for cluster development projects?
Yes. Cluster development projects can receive financial support of 70% of the project cost, up to a maximum of ₹5 crore. This sits alongside the individual enterprise incentives and is aimed at encouraging collaborative growth among industries in the state.
