• The reviewer confirms that the applicant is an eligible facility — a warehouse, silo or cold chain unit situated in Uttar Pradesh.
• The proposed skill development activity is examined for consistency with the intent of the policy.
• Supporting records, including trainee details and stipend plans, are tested against the policy's terms and conditions.

Approval is therefore a compliance decision rather than a ranking exercise. Where the documentation and the claim satisfy the specified criteria, the reimbursement is processed on the basis of verified stipend payments.
