UP MSME Quality & Standards Reimbursement — Up to ₹5L Back — Frequently Asked Questions

FAQ

Answers to the questions founders most often ask about UP MSME Quality & Standards Reimbursement — Up to ₹5L Back — who qualifies, the funding amount, required documents and how the application works.

Frequently asked questions

How much funding does this scheme actually provide?

It depends on what you are claiming for. Quality certification or approval costs and laboratory setup can each be reimbursed up to ₹5 lakh. IT system acquisition is capped at ₹2 lakh, and the qualification or mandatory professional training of an employee is capped at ₹50,000. Across the scheme, support works out to somewhere between ₹50,000 and ₹5 lakh.

Is there an application deadline I need to meet?

No. The scheme runs on a rolling, always-open basis, so there is no fixed last date for filing. Claims can be submitted as and when the qualifying expenditure has been incurred and the supporting documents are in hand.

Which businesses are eligible to apply?

Micro, Small and Medium Enterprises are the intended beneficiaries. Since the reimbursement percentage is decided by enterprise size, whether your unit is classified as micro, small or medium directly determines how much of the cost comes back to you.

Which quality certifications does the scheme cover?

Zero Effect Zero Defect (ZED), WHO - GMP, Hallmark, and other certifications endorsed by the Bureau of Indian Standards (BIS) or by NABCB (QCI). The claim can include the certification or approval itself along with third-party testing costs, and you must be able to show proof that the certification was attained.

What percentage of my cost gets reimbursed?

Micro enterprises are reimbursed 75% of the eligible cost, small enterprises 50% and medium enterprises 25%, for most of the listed cost heads. In every case the reimbursement stops at the maximum limit fixed for that particular component.

Does the scheme take equity or a stake in my business?

No. This is a government reimbursement rather than an investment. You are paid back for money already spent, so there is no equity dilution, no shareholding handed over and no repayment obligation attached.

What documents do I need to put together?

Paperwork that proves the expenditure — invoices relating to certifications, equipment, IT systems and training — along with evidence that the specified national or international certification has been obtained. The policy also prescribes particular formats and procedures for reimbursement claims, and the claim should follow those.

Can I claim under more than one cost head?

The scheme sets out four separate cost heads — certification or approval, laboratory setup, IT system acquisition, and employee qualification and training. Financial limits are stated on a per-component basis, so each of these heads carries its own maximum rather than sharing a single amount.

How and where do I apply?

Claims go to the designated department, following the process described in the Uttar Pradesh Micro, Small and Medium Enterprises Promotion Policy 2022. The state's Nivesh Mitra portal is the online entry point for applications. Since this is a reimbursement, you apply after the cost has been incurred, attaching invoices and proof of certification with the claim.

Is DPIIT recognition or MSME registration needed to qualify?

The scheme is aimed at Micro, Small and Medium Enterprises, and the reimbursement share hinges on which of those three categories your unit falls into, so your MSME classification is what matters here. No separate DPIIT recognition condition is mentioned for this reimbursement.
