Selection process
There is no competitive grant round, no committee and no scoring of a cash award. What happens instead is a check at the bidding stage, carried out by the tendering State Government Agency, with the Department of Industries and Commerce assisting where required.
The Agency verifies two things:
- That the bidder is a local manufacturer, or a local service entrepreneur eligible for the State Capital Investment Subsidy under TIIPIS 2022 and not excluded as works contract or IT/ITeS.
- That the tender itself was floated by a State Government Agency for procurement of goods.
If both tests are met, the 100% exemption from EMD and bid security applies. If either fails, the deposits stay payable as usual. No cash is scored, ranked or disbursed at any point.
