Two groups. Local manufacturers in Tripura qualify directly. Local service-sector entrepreneurs qualify if they are eligible for the State Capital Investment Subsidy under TIIPIS 2022, provided they are not works-contract bidders or IT/ITeS service entrepreneurs.
I am a local manufacturer — do I also need Capital Investment Subsidy eligibility?
No. The manufacturer track carries a 100% exemption on its own. The Capital Investment Subsidy eligibility test is written into the second track, the one meant for local service-sector entrepreneurs.
I run a works-contract or IT/ITeS firm in Tripura. Can I use this?
The service-sector limb expressly excludes works contract and IT/ITeS, so those entrepreneurs fall outside that wording. Local manufacturers are described separately and are assessed on the manufacturer track.
Is there a deadline to apply?
No. TIIPIS 2022 is a rolling scheme and this clause carries no deadline. There is no application window — the exemption is invoked on each eligible tender as and when it opens.
Does the State take equity or a stake in my business for this?
No. This is a bidding-process exemption under TIIPIS 2022, not an investment in the company. It takes no equity and creates no loan.
What documents should I keep ready?
For the manufacturer track, industrial or Udyam registration showing the unit's Tripura location. For the service track, the same local proof plus evidence that the enterprise is eligible for the State Capital Investment Subsidy under TIIPIS 2022. Attach this documentation at bid submission so the tendering Agency can drop the EMD and bid-security demand.
How and where do I claim the exemption?
You invoke it when you bid. Submit your bid on the eligible State Government Agency goods tender with proof of local status — Udyam or industrial registration and a Tripura location — and, for the service track, evidence of Capital Investment Subsidy eligibility under TIIPIS 2022, claiming the 100% exemption from earnest money and bid security. If the Agency asks for departmental confirmation, it can be obtained through SWAAGAT (https://swaagat.tripura.gov.in/) or the District Industries Centre, Department of Industries and Commerce.
