How much money does the Capital Investment Subsidy actually pay out?
The payout is a percentage of what you invest in fixed assets — land, buildings, and plant and machinery. Micro and Small Enterprises receive 40% of the investment, capped at ₹40,00,000. Medium and Large Enterprises receive 35%, capped at ₹35,00,000. If the unit is owned by a Woman, SC or ST entrepreneur, the rate is enhanced to 45% with a ceiling of ₹75,00,000.
Which businesses are allowed to apply?
Micro, Small, Medium and Large Enterprises are all covered, and the scheme is open to units fully owned by Women, SC or ST entrepreneurs. Both new industrial units and existing ones can claim, provided the investment in fixed assets was made on or after 1 April 2017.
What is the last date to apply?
The scheme runs on a rolling basis, so there is no fixed closing date for the programme itself. However, a claim has to be filed within one year from the date the unit commences regular commercial production. In special circumstances, the State Level Committee has the discretion to condone a delay.
Does the government take equity or a share in my company in return?
No. This is a subsidy, not an investment, so no equity, shares or ownership stake is taken from the promoter. The money is released either directly to a self-financed unit or through the bank or financial institution that financed the unit, to be adjusted against the loan or used for asset creation and working capital.
Can a Women, SC or ST entrepreneur get a bigger benefit?
Yes. Units in this category qualify for 45% of the investment, against 40% for Micro and Small Enterprises and 35% for Medium and Large Enterprises, and they also get the highest ceiling of ₹75,00,000. To claim it, the unit must be completely owned by the respective category — 100% ownership for a sole proprietor, and all partners, shareholders or directors for a partnership firm or private limited company.
Are there employment conditions attached to the subsidy?
Yes. The unit must provide at least 60% of its total employment to residents of Puducherry, and that local employment ratio has to be maintained for a specified period. Units also cannot transfer or dispose of their fixed assets, including plant and machinery, for five years from the date the application is submitted or the subsidy is disbursed.
Can an existing unit that is already in production apply?
Yes. Units that began production before 1 April 2017 are treated as existing units and are eligible. What matters is that the investment being claimed was made on or after 1 April 2017. Additional investments made by a new or existing unit after a first claim are also covered, as long as the total stays within the ceiling limit.
