Overview

The Capital Investment Subsidy is a fiscal incentive administered by the Industries and Commerce Department, Government of Puducherry. It forms part of a wider package titled Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Capital Intensive Industries, and has been in operation since 1 April 2017.

It works as a reimbursement-style support. An industrial unit that has spent money on fixed assets — land, buildings, and plant and machinery — can claim back a defined share of that outlay from the government. How much you get depends on the size of your enterprise and on who owns it, and every claim is subject to a ceiling.

Both greenfield projects and businesses that are already running can use the scheme. A newly commissioned unit can claim on its first investment, while an older unit can claim on fresh capital additions, up to the same ceiling. The purpose is to ease the cost of building or modernising a manufacturing base in Puducherry, which in turn supports jobs and industrial activity across the Union Territory.

There is no bidding window to wait for — claims are accepted on a rolling basis, and the incentive is paid as cash rather than as equity or credit.

Highlights

  • Capital subsidy of 35%–45% on investment in land, building, plant and machinery
  • Maximum payout of ₹75 lakh for Women, SC and ST entrepreneurs
  • Micro, Small, Medium and Large Enterprises can all claim
  • Open to both new units and existing units making fresh investments
  • Investments made on or after 1 April 2017 qualify
  • Rolling applications — no fixed last date for the scheme

Who can apply

Who can apply: the scheme is open to Micro, Small, Medium and Large Enterprises, and to industrial units that are wholly owned by Women, Scheduled Caste or Scheduled Tribe entrepreneurs.

  • Investment in fixed assets must have been made on or after 1 April 2017.
  • A new industry is one that began commercial production on or after 1 April 2017; an existing unit is one that started production before that date. Both can claim.
  • Additional investments made by a unit after its first claim are also covered, subject to the same ceiling limit.
  • The unit has to give at least 60% of its total employment to people of Puducherry, and maintain that ratio for a specified period.
  • Fixed assets, including plant and machinery, must not be transferred or disposed of for 5 years from the date the application is submitted or the subsidy is disbursed.

Ownership condition for enhanced support: the Women / SC / ST category benefit requires complete ownership of the unit by that category — 100% for a sole proprietor, and every partner, shareholder or director for a partnership firm or private limited company.

Deadline & timing

Puducherry Capital Investment Subsidy — Up to ₹75L for Industries accepts applications on a rolling basis — there is no fixed cut-off date, so eligible startups can apply at any time. Because rolling programmes can pause without notice, confirm the window is still open on the official site before you start.

What the funding covers

The subsidy is calculated on what the unit invests in land, buildings, plant and machinery, and the rate and ceiling vary by category of enterprise.

  • Micro and Small Enterprises: 40% of the investment, up to a maximum of ₹40,00,000.
  • Medium and Large Enterprises: 35% of the investment, up to a maximum of ₹35,00,000.
  • Women / SC / ST Entrepreneurs: an enhanced 45% of the investment, with the highest ceiling of ₹75,00,000.

Disbursal is flexible. The amount can be released in a single instalment or split across several. A self-financed unit receives the subsidy directly, while a unit funded by a bank or financial institution receives it through that lender, either to be adjusted against the outstanding loan or to be used for creating assets and working capital.

The incentive is paid as cash and does not dilute the promoter's stake.

Frequently asked questions

How much money does the Capital Investment Subsidy actually pay out?

The payout is a percentage of what you invest in fixed assets — land, buildings, and plant and machinery. Micro and Small Enterprises receive 40% of the investment, capped at ₹40,00,000. Medium and Large Enterprises receive 35%, capped at ₹35,00,000. If the unit is owned by a Woman, SC or ST entrepreneur, the rate is enhanced to 45% with a ceiling of ₹75,00,000.

Which businesses are allowed to apply?

Micro, Small, Medium and Large Enterprises are all covered, and the scheme is open to units fully owned by Women, SC or ST entrepreneurs. Both new industrial units and existing ones can claim, provided the investment in fixed assets was made on or after 1 April 2017.

What is the last date to apply?

The scheme runs on a rolling basis, so there is no fixed closing date for the programme itself. However, a claim has to be filed within one year from the date the unit commences regular commercial production. In special circumstances, the State Level Committee has the discretion to condone a delay.

Does the government take equity or a share in my company in return?

No. This is a subsidy, not an investment, so no equity, shares or ownership stake is taken from the promoter. The money is released either directly to a self-financed unit or through the bank or financial institution that financed the unit, to be adjusted against the loan or used for asset creation and working capital.

Can a Women, SC or ST entrepreneur get a bigger benefit?

Yes. Units in this category qualify for 45% of the investment, against 40% for Micro and Small Enterprises and 35% for Medium and Large Enterprises, and they also get the highest ceiling of ₹75,00,000. To claim it, the unit must be completely owned by the respective category — 100% ownership for a sole proprietor, and all partners, shareholders or directors for a partnership firm or private limited company.

Are there employment conditions attached to the subsidy?

Yes. The unit must provide at least 60% of its total employment to residents of Puducherry, and that local employment ratio has to be maintained for a specified period. Units also cannot transfer or dispose of their fixed assets, including plant and machinery, for five years from the date the application is submitted or the subsidy is disbursed.

Can an existing unit that is already in production apply?

Yes. Units that began production before 1 April 2017 are treated as existing units and are eligible. What matters is that the investment being claimed was made on or after 1 April 2017. Additional investments made by a new or existing unit after a first claim are also covered, as long as the total stays within the ceiling limit.

How do I file my claim?

Start with the prescribed form available on the official website of the Directorate of Industries and Commerce, Puducherry. Fill in every mandatory field, attach self-attested copies of the documents the form requires, and submit the signed application with the attachments to the concerned authority. Make sure you collect an acknowledgment receipt showing the submission date, time and, where applicable, a unique identification number.

How long does the approval take, and who decides?

There is no published timeline, but the route is fixed. The Directorate of Industries first scrutinises the application on merit and works out the admissible quantum. The file then goes to the State Level Committee, which reviews the case in detail, confirms whether the unit qualifies, and gives its final recommendation on the subsidy amount.
