PEACE: Detailed Energy Audit — 75% Subsidy up to ₹1L for TN MSMEs

The PEACE scheme — Promotion of Energy Audit and Conservation of Energy — is administered by the Micro, Small and Medium Enterprises Department of the Government of Tamil Nadu. Its Detailed Energy Audit component exists to make professional energy audits affordable for the state's existing manufacturing MSMEs.

A detailed audit traces where a factory's energy actually goes: the principal energy sources it draws on, the places where that energy is used inefficiently, the overall consumption pattern, and the measures that would improve efficiency. For a manufacturing unit, this usually converts directly into lower power and fuel expenditure, and into a clearer picture of which upgrades are worth the investment.

The state's interest goes beyond individual balance sheets. By underwriting most of the audit fee, the department wants regular energy assessment to become normal practice across Tamil Nadu's manufacturing base, so industrial operations in the state become more efficient and leave a smaller carbon footprint.

Applications run on a rolling basis — there is no closing date to work around. A unit can use the support for its very first audit, or for a fresh audit taken up at least three years after the previous one.

The concession is open to existing manufacturing MSMEs operating in Tamil Nadu. Non-manufacturing and service enterprises fall outside its scope.

The audit being funded may be:

• The unit's first ever energy audit, or
• A subsequent audit taken up at least three years after the earlier one.

An enterprise that runs more than one unit can claim the concession separately for each unit, rather than treating the group as a single applicant.

Only the professional charges of carrying out the energy audit count as eligible expenditure. Other costs incurred by the unit are not covered.

The audit itself has to be performed by a Bureau of Energy Efficiency (BEE) empanelled energy auditing firm, or by a BEE-accredited individual Energy Auditor.

PEACE: Detailed Energy Audit — 75% Subsidy up to ₹1L for TN MSMEs accepts applications on a rolling basis — there is no fixed cut-off date, so eligible startups can apply at any time. Because rolling programmes can pause without notice, confirm the window is still open on the official site before you start.

The scheme meets 75% of the cost of the detailed energy audit, subject to a ceiling of ₹1,00,000 for a single audit. In practice, the amount sanctioned is whichever is lower — 75% of the audit fee, or ₹1 lakh.

Only the professional charges of conducting the audit are treated as eligible expenditure; the subsidy is calculated on that figure alone.

Payment is not made upfront. The subsidy is released once the audit has been completed and the report certified. It is disbursed either to the MSME directly or, where the unit raised a loan to pay for the audit, to its bank so the amount can be adjusted against that loan account.

As this is a government subsidy, it is not an investment — no shareholding or equity is taken in the applicant business.

• Engage a qualified auditor. The audit may only be carried out by a Bureau of Energy Efficiency (BEE) empanelled energy auditing firm — one with an audit team led by a BEE-accredited Energy Auditor — or by a BEE-accredited individual Energy Auditor.

• Complete the detailed audit. The final report needs to set out specific recommendations along with quantitative and qualitative details, the estimated outlay, projections of energy and cost savings, and the payback period if those measures are implemented. It should also carry an executive summary, the period during which the audit was conducted, and clear conclusions and recommendations for energy conservation.

• Obtain certification. The report must be duly certified by the energy auditor before it goes forward.

• Submit for verification. The certified report is placed before the MSME Department for verification and approval.

• Approval and release. On satisfactory review of the certified report, the eligible subsidy amount is processed and released — to the MSME or to its designated bank account.
