How much money does ESS Kerala actually give a unit?
The subsidy is a percentage of your fixed capital investment, not a flat sum. General category units get 15%, capped at ₹30 lakh. Women, young founders aged 18–45, SC/ST and NRK entrepreneurs get 25%, capped at ₹40 lakh. On top of that, priority sectors like rubber-based, agro-based and food processing units, MSMEs located in Idukki, Wayanad, Kasargode or Pathanamthitta, and units that adopt new technology from approved research institutions can each receive an additional 10%, up to ₹10 lakh. Whatever combination applies to you, the ceiling for one enterprise is ₹40 lakh.
Who can apply for the Entrepreneur Support Scheme?
Any Micro, Small or Medium Enterprise that carries out manufacturing activity in Kerala. You must have filed Entrepreneurs Memorandum Part I/II with the General Manager of your District Industries Centre, and your industrial unit has to be an independent legal entity.
Is a bank loan compulsory to get the subsidy?
No. Availing a loan from a financial institution is not a mandatory precondition under ESS, which is one reason the scheme is accessible to promoters who have not arranged bank funding. The one exception to keep in mind is Start-up Support, the earliest stage of disbursal, which is linked to a term loan sanction.
What registrations does my unit need before applying?
The scheme requires that your enterprise has filed Entrepreneurs Memorandum Part I/II with the General Manager of the respective District Industries Centre, and that the industrial unit stands as an independent legal entity. Those are the registration-related conditions stated under ESS eligibility.
What is the deadline for ESS applications?
There isn't one. The scheme runs on a rolling basis and is always open, so applications can be submitted at any point during the year. Individual stages do carry their own time limits, though — see the next question.
Are there time limits for claiming Investment Support or Technology Support?
Yes. Investment Support must be applied for within one year of starting commercial production with the respective recommending authority, and eligible investments are counted as on the application date regardless of when commercial production began. Technology Support has a tighter window: apply within six months of commencing commercial production after installing the new technology.
What documents are needed to apply?
It depends on the stage. For Start-up Support you submit an application in duplicate along with the necessary documents and a Project Report to the General Manager, District Industries Centre. Technology Support requires machinery invoices, proof of payment, valuation certificates from approved engineers and a certificate from a research institution confirming that the technology is genuinely new. In every case, originals and acknowledgement details must be produced before the Recommending Authority after you file online.
How and where do I submit the application, and what does it cost?
All ESS applications go in online through the Industries Department's designated portal at ess.kerala.gov.in/login. The application fee is ₹1105 per unit. If the information you furnish is incomplete, you will be notified and given 10 days to rectify it.
Does ESS take equity in my company?
No. The support comes as a capital subsidy against your investment in fixed assets, so it does not buy the government a stake in your unit and does not dilute your ownership.
What can the subsidy money be used for?
It is tied to fixed asset creation: land, building, plant and machinery, electrification, essential office equipment and pollution control devices. The amount you receive is calculated as a share of that capital investment.
