How much funding does the Haryana Stamp Duty Refund Scheme provide?
It refunds between 30% and 100% of the stamp duty you have paid on registering land or property for industrial use. The exact share depends on the block category — B, C or D — where your unit is located, and on your sector or enterprise type. There is no single fixed amount, because the refund is calculated on the duty actually paid.
Does this scheme take equity in my business?
No. This is a reimbursement scheme, so the money is paid back to you after you have already paid the stamp duty and met the conditions. You give up no shares and no ownership in return, which makes the funding non-dilutive.
Who is eligible to apply?
Industrial units in the MSME, Large and Mega categories, General Category units, and developers of industrial parks or estates can apply. Units must be in Category B, C or D blocks of Haryana and must belong to a covered sector. Industrial park developers need a site of at least 25 acres, an Industrial License or NOC from a competent authority, and full infrastructure development within 5 years of buying the land.
Is DPIIT recognition or MSME registration required?
The scheme does not list DPIIT recognition among its conditions. What it does require is that you file the IEM or Udyam Registration Certificate (URC) and the Haryana Udhyam Memorandum (HUM). Your unit also must not appear on the State Government's restrictive or negative list.
What are the deadlines I need to watch?
The land must be purchased before 31.12.2025, and that is also the scheme's stated application deadline. On the production side, commercial production must have commenced after 01.01.2021 and within 5 years from the date of land purchase. Once production starts, the unit has to remain in commercial production for at least 5 years.
Which sectors and locations are covered?
The scheme covers units in Category B, C and D blocks of Haryana. Sectors named include IT, Electronics System Design & Manufacturing (ESDM), textiles, general startups, thrust sector and bio-energy enterprises, data centres, import substitution enterprises, essential sector enterprises, service enterprises, industrial parks, and projects taken up as expansion or diversification.
Can developers of industrial parks apply, or is it only for manufacturing units?
Industrial parks and estates run by developers are covered as well. A developer applicant needs a minimum area of 25 acres, an Industrial License or NOC from a competent authority, land purchased before 31.12.2025, and complete infrastructure development within 5 years of that purchase.
How do I apply for the stamp duty refund?
Applications go through the official Antyodaya-SARAL Portal at https://saralharyana.gov.in/. Register as a new user with your name, email ID, mobile number and password, then verify using the OTP sent to your email and mobile or the verification link provided. Sign in, open the Scheme/Services list, select the Stamp Duty Refund Scheme, and click Apply for Service/Scheme. Fill the online form accurately and submit it.
Does it cost anything to submit an application?
No. There are no government charges, service charges or Atal Seva Kendra charges for applying to this scheme.
How can I track my application after submitting it?
