Overview
The Stamp Duty Refund Scheme is a subsidy operated by the Department of Industries and Commerce, Government of Haryana. It returns part of the stamp duty a business has already paid while registering land or property meant for industrial use, which lowers the entry cost of setting up or growing a plant inside the state.
Who it is built for: industrial units in the MSME, Large and Mega brackets, General Category units, and developers putting up industrial parks or estates. Coverage is concentrated on Category B, C and D blocks of Haryana. Among the sectors named are IT, Electronics System Design & Manufacturing (ESDM), textiles, general startups, thrust sector and bio-energy enterprises, data centres, import substitution units, essential sector enterprises, service enterprises, industrial parks, and projects taken up as expansion or diversification.
The refund is not a flat rate. It moves between 30% and 100% of the duty paid, decided by the block where the unit sits (B, C or D) and by its sector or enterprise type. Since the calculation runs on the actual stamp duty paid, the rupee value differs from applicant to applicant.
For the state, this is a lever for pulling industrial capital into Haryana and for building out infrastructure in its less-developed blocks, while the unit gets relief on one of its earliest large outflows.

What the funding covers
The benefit is a cash refund of 30% to 100% of the stamp duty an applicant has paid on registering land or property for industrial use.
The percentage is not uniform. It is fixed by two things together — the block category (B, C or D) where the unit is located, and the type of enterprise applying.
Enterprise types named under the scheme include:
- General industrial units
- Thrust sector and bio-energy enterprises
- ESDM units
- Data centres
- Import substitution enterprises
- Essential sector enterprises
- Service enterprises
- Industrial parks
- Projects taken up as expansion or diversification
Because this is a reimbursement rather than an investment, the money comes back to the applicant after the duty has been paid and the scheme conditions are satisfied. No shareholding is surrendered in exchange, so the funding is non-dilutive.
In practice, the refund eases the initial capital a business has to block for land registration, and it is available both to fresh ventures and to existing units expanding within Haryana.

Frequently asked questions
How much funding does the Haryana Stamp Duty Refund Scheme provide?
It refunds between 30% and 100% of the stamp duty you have paid on registering land or property for industrial use. The exact share depends on the block category — B, C or D — where your unit is located, and on your sector or enterprise type. There is no single fixed amount, because the refund is calculated on the duty actually paid.
Does this scheme take equity in my business?
No. This is a reimbursement scheme, so the money is paid back to you after you have already paid the stamp duty and met the conditions. You give up no shares and no ownership in return, which makes the funding non-dilutive.
Who is eligible to apply?
Industrial units in the MSME, Large and Mega categories, General Category units, and developers of industrial parks or estates can apply. Units must be in Category B, C or D blocks of Haryana and must belong to a covered sector. Industrial park developers need a site of at least 25 acres, an Industrial License or NOC from a competent authority, and full infrastructure development within 5 years of buying the land.
Is DPIIT recognition or MSME registration required?
The scheme does not list DPIIT recognition among its conditions. What it does require is that you file the IEM or Udyam Registration Certificate (URC) and the Haryana Udhyam Memorandum (HUM). Your unit also must not appear on the State Government's restrictive or negative list.
What are the deadlines I need to watch?
The land must be purchased before 31.12.2025, and that is also the scheme's stated application deadline. On the production side, commercial production must have commenced after 01.01.2021 and within 5 years from the date of land purchase. Once production starts, the unit has to remain in commercial production for at least 5 years.
Which sectors and locations are covered?
The scheme covers units in Category B, C and D blocks of Haryana. Sectors named include IT, Electronics System Design & Manufacturing (ESDM), textiles, general startups, thrust sector and bio-energy enterprises, data centres, import substitution enterprises, essential sector enterprises, service enterprises, industrial parks, and projects taken up as expansion or diversification.
Can developers of industrial parks apply, or is it only for manufacturing units?
Industrial parks and estates run by developers are covered as well. A developer applicant needs a minimum area of 25 acres, an Industrial License or NOC from a competent authority, land purchased before 31.12.2025, and complete infrastructure development within 5 years of that purchase.
