The assessment is administrative rather than competitive. There is no shortlisting round and no pitch to a panel.

• Initial screening: After the eKutir form is submitted, it is checked for completed mandatory fields and correctly uploaded documents.
• Eligibility review: The Commissionerate of Cottage and Rural Industries, or another designated authority, goes through the application to confirm the entity is a registered cooperative society, an apex institution or a women-led group, that it produces handloom products, and that a rebate certification was obtained in advance.
• Priority weighting: Claims from SC, ST and BPL artisans are factored in as set out in the scheme guidelines.
• Approval: Applications that clear every criterion with complete and valid paperwork are sanctioned for the rebate.

Where something is missing or incorrectly filed, an application can come back for revision. A Modify option then appears on the portal, letting you correct the entry and resubmit.
