Selection process

The route to funding runs through two distinct approvals.

Step 1 — Application for Registration: You file in the prescribed format with the Industries Commissioner, attaching the necessary documents, within one year from loan disbursement, the start of production, or the date the policy became operative — whichever falls later. The Industrial Commissioner's office scrutinises and verifies the submission against the prescribed procedure, and a registration certificate is issued on clearance.

Step 2 — Application for Provisional or Final Eligibility Certificate: Once registered, you apply for the certificate, and where you apply depends on how your unit is classified and how large its investment is.

  • MSME units with gross fixed capital investment up to ₹10 crore: apply to the General Manager, District Industries Center, after the date of commercial production.
  • MSME units with gross fixed capital investment above ₹10 crore and up to ₹50 crore: apply to the MSME Commissioner for a Provisional Eligibility Certificate, within one year from the date of commercial production or within one year from the date the government resolution was issued — whichever is later.
  • Units other than MSMEs: apply to the Industries Commissioner for a Provisional Eligibility Certificate, within one year from the date of commercial production or within one year from the registration certificate being issued — whichever is later.

The authority handling your file checks compliance with the policy guidelines and the eligibility criteria before the certificate is granted. Holding that certificate is a precondition for drawing the financial benefits.
