Gujarat Textile Policy — Technology Acquisition Subsidy up to ₹50L — Frequently Asked Questions
Answers to the questions founders most often ask about Gujarat Textile Policy — Technology Acquisition Subsidy up to ₹50L — who qualifies, the funding amount, required documents and how the application works.
Frequently asked questions
How much financial assistance does this component provide?
It covers 65% of what you spend on acquiring technology, subject to a maximum of ₹50 lakh. On top of that, royalty payments are supported for the first two years of the arrangement. The money comes as a subsidy, so it is not repaid and no stake in your business is taken.
Is this a grant, a loan, or does it take equity?
It is a subsidy, which means it is non-dilutive — the government does not receive shares or any ownership in your unit in return. The support is a straight financial assistance against eligible technology acquisition costs and, additionally, towards royalty payments for the first two years.
Which units are eligible to apply?
Any new or existing industrial unit can apply, provided it acquires its technology from an institution recognised under the scheme and obtains the Industries Commissionerate's prior approval. The wider policy is focused on the textile value chain, with particular emphasis on garments, apparel and technical textiles.
Is DPIIT recognition or MSME registration mandatory?
DPIIT recognition is not listed as a condition for this component. MSME status does matter in one practical way: it decides which authority you file your eligibility certificate application with, since MSME units are grouped by gross fixed capital investment — up to ₹10 crore, and above ₹10 crore up to ₹50 crore — while units that are not MSMEs follow a separate route through the Industries Commissioner.
What is the deadline to apply?
The policy itself is operative from October 1, 2024 to September 29, 2029, and that closing date is the outer limit for the scheme. Within that window, your own timelines are triggered by events specific to your unit — the registration application is due within one year from loan disbursement, the start of production, or the policy's operative date, whichever is later.
By when must I get prior approval from the Industries Commissionerate?
The approval has to be obtained within one year of signing the technology acquisition agreement. Because it is a prior approval, it should be in place before you proceed, not applied for afterwards.
How do I apply, and where do I submit the application?
You begin by filing an application for registration in the prescribed format with the Industries Commissioner, along with the required documents. After the registration certificate is issued, you move on to the eligibility certificate stage. MSME units with gross fixed capital investment up to ₹10 crore apply to the General Manager, District Industries Center after commercial production; MSME units in the higher investment band apply to the MSME Commissioner; and units that are not MSMEs apply to the Industries Commissioner.
What documents do I need to submit?
Applications have to be made in the prescribed format with the necessary supporting documents attached, and the registration certificate is issued only after the submission is scrutinised and verified. The exact paperwork for each step is set out in the official guidelines and prescribed formats, so those should be checked before you file.
Which sectors and sub-sectors does the policy target?
The policy is aimed at strengthening the textile value chain across each of its sub-sectors, with specific focus on garments, apparel and technical textiles. Beyond modernising production, it is also designed to cut the sector's carbon footprint and encourage green, sustainable growth so Gujarat's textile industry can compete globally.
What happens after I receive the eligibility certificate?
The provisional or final eligibility certificate is the gateway to the money. The authority reviewing your file verifies that your unit complies with the policy guidelines and meets the eligibility criteria, and it is only once that certificate is issued that you can claim the financial benefits under the scheme.
