There is no competitive shortlisting, pitching or ranking round in this component. Assessment is a verification exercise carried out by the designated authority.

• The Industries Commissioner — or, depending on the unit type and the stage of the application, the General Manager of the District Industries Centre or the MSME Commissioner — scrutinises the application and the documents filed with it.
• The authority checks that the unit meets the stated criteria: that it is genuinely acting to cut energy and water consumption and, where equipment assistance is being claimed, that consumption fell by at least 10% during the 12 months preceding the audit.
• Once the documents are verified and the policy guidelines are satisfied, the registration certificate or eligibility certificate is issued and the assistance follows.

In short, eligibility turns on documented compliance rather than on selection against other applicants.
