How much financial assistance does this Goa scheme offer?

Which costs are covered, and which are excluded?

Do I need DPIIT recognition or MSME registration to apply?

The scheme's stated eligibility test did not turn on a separate DPIIT recognition. What it asked for was permanent registration, or acknowledgement under Entrepreneurs Memorandum II, from the Director of Industries, Trade and Commerce — or, alternatively, clearance by the High Powered Coordination Committee or any committee formed to grant such investment clearances in Goa. Certain service industries qualified through registration or recognition by the relevant Goa Directorate or Board.

Is this equity funding, or does the money have to be repaid?

Neither. The assistance was structured as a subsidy, so the state did not take any stake in the unit and the amount did not have to be returned.

Can a unit claim this incentive more than once?

No. A unit could draw on the scheme only once in its lifetime after permanent registration, regardless of any later change in ownership, constitution or products. Separately, a unit that lost its certification because of inadequacies in the unit itself was not permitted to claim the benefit a second time.

A unit already holds a certification or patent. Can it still apply?

Yes, provided it had never received financial assistance from the State Government before. Such a unit could apply for incentives on additional certifications, as long as those certifications qualified for the benefit under the scheme.

What if the unit has already received Central assistance for the same certification?

It could still apply. The unit would receive only the balance amount left after the Central assistance already availed was deducted from the admissible figure.

How did a unit apply, and how long did the process take?

The applicant first picked up the prescribed proforma from the Directorate of Industries, Trade and Commerce, or downloaded the format from its official website. The printed form was filled in fully, a passport-sized photograph was affixed and self-attested copies of the supporting documents were enclosed. The signed set was then submitted to the Director, Directorate of Industries, Trade and Commerce. Scrutiny and eligibility verification were normally completed within three months of the application date, and on approval the subsidy was disbursed within six months of the application being received.

Is there a deadline for applications?

No specific deadline is recorded for this scheme. What is known is the scheme's operating window — it was notified on 31 December 2008 and remained in force until 31 March 2011.
