Do I need my own fleet, and must the vehicles be registered in Goa?

Yes. The entity or transport operator must own a fleet and provide cargo transportation services within Goa, whether by land or water. The operator and the commercial vehicles both need to be registered at one of Goa's Regional Transport Offices and must maintain valid registration credentials.

How does local employment affect the amount I receive?

It directly scales the benefit. With 60% or more Goan employment on the payroll for the claim year, you get 100% of the benefit. Between 40% and under 60%, you get 80%. Below 40%, the entity is not eligible for the scheme at all.

Can I claim the same tracking device expense under another government scheme?

No. An entity that has already claimed a similar benefit under any other scheme or programme of the State or Central Government cannot claim the same expense here. The two claims cannot run in parallel.

When can I purchase my devices and submit my claim?

Both the expenditure and the tracking device purchases must have happened after the Logistics and Warehousing Policy 2023 was introduced. On top of that, the application for reimbursement should be filed only after you have acquired the fleet on which the tracking devices are to be installed.

Does the scheme take equity in my business?

No. This is a subsidy — a part-reimbursement of money you have already spent — and not an equity investment. There is no dilution of ownership, and the scheme does not acquire a stake in your entity in return for the support.

How do I apply, and what documents will I need?

Applications go through the Goa Online portal at goaonline.gov.in. Register with your email and mobile number using OTP verification, create a login and password, then log in and go to Services, followed by IT Services, and then Incentives on Logistics and Warehousing Sector. The form requires you to fill all mandatory fields and upload supporting documents. There is no separate published checklist in the scheme text, but the records you will need to back up are the ones the process verifies — PAN and income tax returns in the entity's name, vehicle registration with a Goa RTO, proof of Goan employment on the payroll for the claim year, and bills or proof of purchase and installation for the tracking devices.

What happens after I submit my application?

DITC first reviews the application for shortfalls and raises queries if anything is missing. Once the application and documents are verified, an official inspects your entity against a verification-cum-recommendation checklist and uploads the report to the portal within 48 hours for you to view. The file then goes to Goa-IPB for due diligence, after which DITC prepares an appraisal note for the Incentive Review Committee. If the committee sanctions the claim, DITC raises an approval note for the Accounts Department to release the incentive. Follow-up inspections continue every six months.
