Goa Logistics & Warehousing Incentives Scheme: Skill Subsidy up to ₹5,000 — Frequently Asked Questions

FAQ

Answers to the questions founders most often ask about Goa Logistics & Warehousing Incentives Scheme: Skill Subsidy up to ₹5,000 — who qualifies, the funding amount, required documents and how the application works.

Frequently asked questions

How much money does this Goa logistics subsidy actually pay out?

Training and skill upgradation costs are reimbursed at 50% of the amount actually spent, with a cap of ₹5,000 per person employed by the eligible entity. An entity can claim this once a year. The final payout is further scaled by local hiring — 100% of the eligible reimbursement if Goans are 60% or more of the payroll, and 80% if they are above 40% but below 60%.

Who is eligible to apply for the skill development subsidy?

Eligible applicants are entities that provide logistics and warehousing services through a business unit located in Goa. They must have operated continuously for at least six months after the Logistics and Warehousing Policy 2023 notification, must not be classified as a Mega Project, must hold a PAN and file Income Tax Returns regularly, and must keep at least 40% of their payroll filled by Goans on a continuous basis during the claim year.

Is there a last date to apply, or is the scheme always open?

Applications run on a rolling basis, so there is no fixed closing date to apply. However, the scheme covers a maximum of 1,000 trained individuals per year across Goa, and sanctioned claims are disbursed on a first-come, first-served basis — so applying early in the claim cycle works in your favour.

Does this subsidy take equity in my company or have to be repaid?

Neither. This is a government subsidy in the form of a reimbursement — the Directorate of Industries, Trade and Commerce disburses the sanctioned amount after approval, and the scheme takes no equity stake and imposes no repayment obligation on the entity.

Do I need DPIIT recognition or MSME registration to apply?

The published eligibility conditions for this scheme do not list DPIIT recognition or MSME registration as requirements. What the scheme does insist on is a PAN and regular filing of Income Tax Returns, along with proof of logistics and warehousing operations in Goa and the other conditions listed in the eligibility criteria.

Which training costs qualify for reimbursement?

The costs must relate to skill upgradation and training of manpower engaged solely in logistics and warehousing tasks, and must have been incurred after the Logistics and Warehousing Policy 2023 came into force. The training must involve assessment and certification by a Government-approved institute or an internationally accredited one, and the costs themselves must be assessed and sanctioned by the Incentive Review Committee (IRC).

Can I claim this subsidy if I have already received a similar benefit from another government scheme?

No. An entity that has already claimed similar benefits under any other State or Central Government scheme is not eligible for this skill development subsidy. You will need to confirm that the same training expenditure has not been supported elsewhere.

What documents do I typically need to submit?

The application requires proof of business operations in Goa, PAN details, Income Tax Returns, documentation of the training expenses incurred, and the certification details for the skill enhancement programme. Claims have to be filed in the prescribed application form, ANNEXURE-VII, through the Goa Online Portal.

How do I apply for the scheme step by step?

Register on the Goa Online portal at www.goaonline.gov.in by verifying your email ID and mobile number with an OTP, then complete the registration page with the mandatory fields, a login name and a password, and accept the declaration and terms. Log in, go to Services, then IT Services, and select 'Incentives on Logistics and Warehousing Sector' to open the application form. Fill in the mandatory fields, upload the supporting documents, submit the application, and note the unique registration number generated — you will need it for all future references and status tracking.

What happens after I submit my application?

DITC first verifies the form and documents, raising a query if anything is missing. A designated official then physically inspects the entity to check records against the guidelines and a checklist, uploading the report to the portal within 48 hours. A satisfactory report goes to the CEO of Goa-IPB for due diligence, after which DITC prepares an appraisal note that is placed before the Incentive Review Committee for sanction. DITC then prepares the approval note for the Accounts Department, and sanctioned claims are disbursed in chronological order on a first-come, first-served basis.
