How much money can I claim under this scheme?

The reimbursement is capped at ₹5,00,000 per entity. It works on a cost-sharing basis, so the scheme picks up 50% of what you spent on establishing a Quality Management System, including the cost of obtaining quality certifications. The amount is released only after the certification has been acquired.

Which expenses are eligible, and which ones are excluded?

Eligible costs are those linked to setting up a Quality Management System and to obtaining Quality Certifications from recognised national and international organisations, whether governmental or private. Travel, food and lodging expenses are not covered.

Who can apply for this Goa subsidy?

Your unit must be a non-mega industry that owns a business unit providing logistics and warehousing services in Goa. The legal entity needs a PAN and must file Income Tax Returns regularly in its own name. It must have been in continuous operation for at least six months after the Logistics and Warehousing Policy 2023 was notified, and the quality upgradation spending must have happened after the policy launch. At least 40% local employment is compulsory.

Do I need DPIIT recognition or MSME registration to apply?

Nothing in the eligibility conditions stated for this component requires DPIIT recognition or MSME/Udyam registration. What is asked for instead is a Permanent Account Number in the entity's name, regular Income Tax Return filing, a minimum six-month operating track record after the policy notification, and at least 40% local employment.

Must I obtain the quality certification before submitting the application?

Yes. Applications are accepted only after the Quality Certifications have been successfully obtained, and the certification must reflect adherence to the specified quality benchmarks. Disbursement also happens only after the certificate is in hand, which is why this works as a reimbursement.

How does local hiring change the amount I receive?

Local employment decides the quantum. If 60% or more of your employees are Goan, you get 100% of the entitled subsidy. If the Goan share is more than 40% but less than 60%, you get 80% of it. Falling below 40% local employment makes the unit ineligible in the first place.

Is there an application deadline?

There is no fixed closing date — applications are accepted on a rolling basis throughout the year. However, benefits are granted first-come, first-served and are subject to the funds available in the fiscal year, so filing early is advisable.

Does the government take equity or a stake in my business?

No. This is a subsidy paid as a reimbursement of expenses you have already incurred, so it is non-dilutive. No shares or ownership stake are taken in the applicant entity.

How do I apply?

Everything is handled through the Goa Online portal at www.goaonline.gov.in. Register there by verifying your email ID and mobile number with an OTP, then complete the registration form with a login name and password, accept the declaration and terms, enter the captcha and sign up. After logging in, go to Services, then IT Services, then Incentives on Logistics and Warehousing Sector. Fill in every mandatory field, upload the required documents and submit. A unique registration number is generated — keep it for future reference. Your business approvals should already be in place on the same portal.

How long does the process take from application to payment?

The entire cycle — from the Directorate receiving your application through to the disbursement of the incentive — is designed to be completed within a maximum of 90 days, provided all documents and verifications are in order. In between, the file goes through document screening, an on-site inspection, due diligence by the CEO of Goa-IPB, and sanction by the Incentive Review Committee.
