Selection process
An application does not move straight to sanction — it passes through several layers of verification.
- Query stage: DITC examines the submitted form and its attachments and raises queries wherever something is missing or unclear.
- Inspection: Once the file is complete, DITC nominates an official to inspect the unit. Records and papers are checked against the verification-cum-recommendation guidelines and a checklist (Annexure X). The inspection report is uploaded within 48 hours, and the entrepreneur can access it.
- Goa-IPB due diligence: The application is then forwarded to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB) for due diligence.
- Appraisal note: On the strength of Goa-IPB's recommendation, DITC prepares an appraisal note for the Incentive Review Committee.
- Sanction: The Incentive Review Committee convenes, scrutinises the claim and sanctions it.
- Disbursement: DITC prepares the approval note for the Accounts Department, which releases the money. Sanctioned claims are arranged chronologically and paid following due procedure.
After the first inspection, further inspections take place once every six months. Annual reports are collected and uploaded to the portal, and later claims are settled on the basis of those reports without another physical visit. The entire journey — from the day the application is received to the day the amount is disbursed — is targeted to finish within 90 days.
