How much funding can a Cold Chain Unit receive under this subsidy?

A qualifying unit is reimbursed the entire electricity duty it has paid on its High Tension connection — that is 100% of the duty — subject to an annual ceiling of ₹5,00,000 per unit. Only the duty component of the bill is refunded, and each eligible unit can claim once a year.

Which businesses are eligible to apply?

The scheme is meant for Cold Chain Units operating in Goa that also provide logistics and warehousing services, and that fall under the non-mega industry category. New units, existing units and units going through expansion or diversification can apply, as long as they meet all the policy conditions.

Is there an application deadline?

No. Applications are accepted on a rolling basis throughout the year, so you can file as soon as your unit satisfies the conditions. There is no fixed last date to keep in mind, and the submission is made online through the Goa Online portal.

How long must my unit have been in operation before applying?

Your unit needs to have been in continuous operation for at least six months after the notification date of the Logistics and Warehousing Policy, 2023. The electricity duty you are claiming must also have been paid after that notification date.

What is the local employment requirement, and how does it change my payout?

A minimum of 40% local employment is mandatory. The quantum of the benefit then depends on how far above that floor you are: units employing 60% or more local people receive 100% of the benefit, while units between 40% and under 60% receive 80% of it.

Which electricity charges are excluded from the reimbursement?

The reimbursement covers only the electricity duty charged on High Tension connections from the state's power distribution department. Duty on residential consumption, colony power consumption and open access power is excluded, and the other charges shown on the electricity bill are not reimbursed either.

Can I claim this subsidy along with a similar benefit from another government scheme?

No. A unit that has already claimed a similar benefit under any other State or Central Government scheme is not eligible. This incentive is meant to be the sole support of its kind for the same electricity duty.

Does this scheme take equity or a stake in my business?

No. It is a subsidy paid as a reimbursement of electricity duty you have already paid — not an investment. The government does not take any equity, shares or ownership interest in your unit in return for the amount disbursed.

How and where do I apply?

Everything is handled online through the Goa Online portal. Start by registering on www.goaonline.gov.in and obtaining your business approvals there. Verify your email ID and mobile number with an OTP, complete the registration page with your details, create a login name and password, accept the declaration and terms, and sign up. Then log in, go to Services → IT Services → Incentives on Logistics and Warehousing Sector, fill in all mandatory fields, upload the required documents and submit. A unique registration number is generated on submission, and you should note it down for future reference. Your legal entity must hold a PAN and file Income Tax Returns in its own name.

What happens after I submit, and how long does it take?

DITC first raises queries on any shortfalls in your form or documents. Once the file is complete, an official inspects your unit against the verification-cum-recommendation guidelines and checklist, and the inspection report is uploaded within 48 hours so you can see it. The application then goes to the CEO, Goa-IPB for due diligence, after which DITC prepares an appraisal note for the Incentive Review Committee, which scrutinises and sanctions the claim. DITC then prepares the approval note for the Accounts Department, which disburses the amount. The entire process is targeted for completion within 90 days from the date the application is received.
