How much funding can a unit receive under this scheme?

A standard project — a Logistics Park, Inland Container Depot, Warehouse or Cold Chain Unit — gets a subsidy of 10% of the fixed capital it has invested in eligible fixed assets, capped at ₹25,00,000 per unit per year. Special category projects, meaning those in Backward Talukas or owned by Women, SC or ST entrepreneurs, get 15% of the fixed capital invested, with the cap going up to ₹50,00,000 per unit per year.

Does the scheme take equity in my company, or does the money have to be repaid?

Neither. This is a capital subsidy, so the amount is not repaid and the government does not take any stake or equity in your business in return for the support.

Who is eligible to apply?

You need to own a business unit that provides logistics and warehousing services in Goa, and the unit must not be a Mega Project. Beyond that, you need a PAN and regular income tax filings, at least six months of continuous operations after the Logistics and Warehousing Policy 2023 was notified, and expenses incurred after that policy was launched. A minimum of 40% Goan employment is compulsory, the unit must not have been set up with second-hand machinery, and the plant, machinery and equipment procured must not have already received incentives under another scheme.

Is there an application deadline?

No. This scheme runs on a rolling basis, so there is no last date to submit an application. You can apply at any point through the Goa Online Portal while the scheme is in force.

Which projects count as special category and attract the higher 15% rate?

Two groups qualify. The first is projects constructed in Backward Talukas of Goa. The second is units owned by Women Entrepreneurs or by entrepreneurs belonging to Schedule Caste or Schedule Tribe communities. Both get the higher 15% subsidy rate and the higher maximum cap of ₹50,00,000 per unit per year.

How does local employment affect the subsidy I actually receive?

The sanctioned amount is tied to the proportion of Goan employees on your payroll. If Goan employment is 60% or above, you receive 100% of the calculated benefit. If it is more than 40% but less than 60%, you receive 80% of the calculated benefit. In every case, at least 40% Goan employment is a basic eligibility condition.

Are there minimum land area requirements?

Yes, and they differ by facility type — 1 acre for a Logistics Park, 1,000 sq m for a Warehouse and 200 sq m for Cold Storage. These minimums are reduced for projects in Backward Talukas and for units owned by Women, SC or ST entrepreneurs.

What documents do I need to submit?

The application calls for business registration proofs, financial statements, PAN details, project reports and documentation relating to the fixed capital investment. Everything uploaded must be correct and legible, since the DITC verifies eligibility and documents before sanctioning the subsidy. The project cost also has to be approved by a recognised Financial Institution and an empanelled Chartered Accountant.

How and where do I apply?

Applications go through the Goa Online Portal at goaonline.gov.in. Register on the portal with your email ID and mobile number, verify both through OTP, fill in the registration form and create your login credentials. Log in, then go to 'Services', choose 'IT Services' and select 'Incentives on Logistics and Warehousing Sector' to reach the application form. Complete all mandatory fields, upload the required documents, submit, and note the unique registration number generated for tracking your application.

How long does it take to receive the subsidy?

The Directorate of Industries, Trade and Commerce processes the application and disburses the incentive within a maximum of 90 days from the date the application is received. During that window the department carries out the necessary verifications and approvals, and may inspect the unit and its records on site. Sanctioned claims are paid in chronological order.
