Answers to the questions founders most often ask about Composite Loan Scheme — Up to ₹3L for Delhi SC, OBC, Minority & PwD — who qualifies, the funding amount, required documents and how the application works.
Frequently asked questions
How much money can I get from the Composite Loan Scheme?
The amount depends on your category. Scheduled Caste applicants can borrow up to ₹3,00,000, while applicants from the Other Backward Class, Minority and Persons with Disabilities categories can borrow up to ₹1,00,000. The loan is need-based, so the sanctioned figure is decided against your proposed activity rather than being a flat entitlement.
Is there an application deadline I need to meet?
No. The scheme runs on a rolling basis and is effectively always open, so you can submit your application at any point in the year. That said, it is worth submitting a complete set of papers the first time, because incomplete applications slow down the screening stage.
Who is eligible to apply?
You must belong to the Scheduled Caste, Scheduled Tribe, Other Backward Class, Minority or Persons with Disabilities category, be a resident of Delhi, and be between 18 and 50 years of age. Your annual family income must not exceed ₹1,20,000, you must have a proper workplace that you either own or rent, and you must not have been declared a defaulter under any DSFDC scheme.
Does the scheme take equity in my business?
No. This is a debt scheme — the money is a loan that is repaid, and DSFDC does not take a stake in your venture. Your ownership of the business stays entirely with you.
Do I need DPIIT recognition or MSME registration to apply?
The scheme's stated eligibility conditions do not include DPIIT recognition or MSME registration. What matters is your category, your Delhi residency, your age, your family income, having a proper workplace, an approvable income-generating activity, and a clean record with DSFDC.
What documents do I need to submit?
You need the prescribed application form, filled in fully and signed, with a recent passport-sized photograph pasted on it. Along with that you attach self-attested copies of all the documents the form requires — the same details DSFDC verifies during screening, namely your category, Delhi residency, age and family income.
How do I apply for this loan?
Download and print the prescribed application form from the official DSFDC website. Fill in every mandatory field, paste a passport-sized photograph, and attach self-attested copies of the required documents. Submit the signed form and supporting papers to the Branch In-Charge or Section In-Charge of the Delhi SC/ST/OBC/Minorities/Handicapped Financial and Development Corporation, and ask for a receipt or acknowledgement, which you should keep safely for later reference.
What is the income limit for eligibility?
Your annual family income from all sources must not be more than ₹1,20,000. This ceiling applies alongside the other conditions — category, Delhi residency and the 18 to 50 age band.
What can the loan be used for?
The funds go towards income-generating activities approved under the scheme's guidelines. These are activities intended to put the borrower into self-employment and support entrepreneurial ventures, rather than to finance consumption.
What happens after I submit my application?
DSFDC screens it. Officials check your category, Delhi residency, age and family income, assess how viable the activity you have proposed is, and review all submitted documents against the scheme guidelines. If your application is complete and you meet every criterion, it is taken forward for loan disbursement.
