The unit must be a micro, small or medium enterprise belonging to the manufacturing sector, with commercial production having started on or after April 1, 2019. The Date of Commencement of Commercial Production must fall between April 1, 2020 and March 31, 2025. Private sector units, cooperative sector units, joint sector undertakings, companies or undertakings owned and managed by the State Government, and Industrial SHGs are all within the eligible ownership types.

DOCCP stands for Date of Commencement of Commercial Production. It is the anchor date for this incentive: it has to fall within the April 1, 2020 to March 31, 2025 window, and the unit's first application must be filed within 12 months of it — or within 12 months of the Banglashree notification, whichever is later. Missing that filing window is therefore a real risk for a newly commissioned unit.

The eligibility conditions published for this sub-scheme are based on enterprise size, the manufacturing sector and the production timeline — they do not list DPIIT recognition as a requirement. Applicants apply on the Shilpasathi Portal as an Industry, Business, Commercial, Charitable Society or Government entity, entering their registration number at the time of registration.

Applications are made entirely online on the Shilpasathi Portal (silpasathi.wb.gov.in). You register as a new user or log in with your credentials or an OTP, choose 'MSME Incentive' under ALL SERVICES, create a CAF, complete the eligibility form and the common application form, fill Online Form-A, record your subsidy details year-wise in the 'FILL UP SUBSIDY' tab, upload the relevant documents and submit. You receive an application reference number on final submission, which you use to track the application.

The application process requires you to upload the relevant documents at the final stage, just before you preview the form and click 'VERIFY & SUBMIT'. Alongside these, details entered in the eligibility form, the common application form, Online Form-A and the year-wise subsidy breakup form the basis on which your claim is assessed, so those entries need to match the documents you upload.

Two timelines apply. The sub-scheme itself is in force until March 31, 2025. Separately, your first application must be submitted within 12 months from your Date of Commencement of Commercial Production, or within 12 months from the date the Banglashree scheme was notified — whichever of the two falls later.

The application moves through the Shilpasathi Portal, where eligibility is assessed from the eligibility form you file and the details in the common application form.
