Overview
Banglashree EES is a West Bengal government subsidy that pays back part of what a manufacturing unit spends on becoming more energy efficient. It is one component of the wider Banglashree programme for micro, small and medium enterprises, administered by the state's Department of Micro, Small and Medium Enterprises and Textiles.
The scheme has been open since 1 April 2020 and its window closes on 31 March 2025. Its purpose is practical rather than promotional: a unit that pays a certified agency to study its energy use, and then acts on what that study recommends, can claim a share of both bills back.
Two kinds of spending are covered. The first is the professional fee for the energy audit itself. The second, and larger, is the cost of the equipment and works required to implement the audit's findings. Support is limited to manufacturing enterprises that began commercial production recently, which keeps the benefit pointed at newer units building energy-efficient operations from the ground up.
Behind the scheme sits the state's broader ambition for Banglashree — spreading industrial growth more evenly across West Bengal, making better use of available resources, creating jobs and strengthening the MSME base. EES supports that by lowering the cost of running a leaner, less power-hungry plant.

What the funding covers
EES is a reimbursement scheme — a unit spends first and claims the money back afterwards. It covers two distinct cost heads for eligible micro and small enterprises.
- Energy audits: 50% of the audit fee is reimbursed where the audit was carried out by a certified agency and its recommendations have been implemented.
- Energy conservation installations: 25% of the installation cost for the energy-saving measures identified in that audit, subject to a maximum of ₹2,00,000.
Because the audit reimbursement is conditional on acting on the findings, the two benefits work as a pair — the audit points to where energy is being wasted, and the installation claim pays for part of fixing it. The installation reimbursement can never exceed ₹2,00,000.
The money returns to the unit rather than going to an investor, so no equity is given up and there is nothing to repay. For a recently commissioned manufacturing unit in West Bengal, the practical effect is a lower cost of discovering inefficiencies and a subsidised route to correcting them, trimming operating expenditure over the life of the equipment.

Frequently asked questions
How much money does the Banglashree EES subsidy pay out?
There are two payouts. You receive 50% of what you paid a certified agency for an energy audit, provided you go on to implement the audit's recommendations, and 25% of the cost of the energy conservation installations those recommendations identified. The installation reimbursement is capped at ₹2,00,000.
Which businesses are eligible for this subsidy?
The scheme is open to micro, small and medium enterprises in the manufacturing sector. Commercial production must have started on or after 1 April 2019, and the date of commencement of commercial production has to fall between 1 April 2020 and 31 March 2025. Private sector units, cooperative units, joint sector undertakings, state government-owned undertakings and Industrial SHGs all qualify.
What is the last date to apply?
The scheme is in force until 31 March 2025. The first application must be submitted within 12 months of the date of commencement of commercial production, or within 12 months of the date the Banglashree scheme was notified — whichever is later — and it cannot extend past the end of the scheme. The production start date itself must sit inside the 1 April 2020 to 31 March 2025 window.
Does the scheme take equity in my business?
No. EES is a subsidy that operates as a reimbursement: you incur the cost first and then claim a defined share of it back. There is no equity stake taken and no repayment obligation.
Can I claim the audit cost on its own, without doing the installation?
The audit reimbursement applies where the audit was carried out by a certified agency and its recommendations have been implemented, so the claim is tied to acting on the findings. The installation claim, in turn, covers 25% of the cost of the energy conservation measures that the audit identified. The two are linked: the audit shows where savings lie, and the installation claim helps pay for realising them.
How do I apply for the subsidy?
Applications go through the Shilpasathi portal. You create a new user registration, entering your applicant type and registration number and completing the mandatory fields, then log in with your username and password or an OTP. From the dashboard choose 'ALL SERVICES' and select 'MSME Incentive', create a CAF to obtain a CAF ID and apply online. Does this subsidy cover medium enterprises?
The scheme sits under Banglashree for Micro, Small and Medium Enterprises, and the eligibility criteria list covers micro, small and medium manufacturing units. The reimbursement amounts, however, are described for micro and small enterprises.
When does my commercial production have to have started?
