How much money can a unit actually receive under this scheme?

There are two reimbursements and they stack. You can claim 50% of what you spent on a certified energy audit, up to ₹2,00,000, and 25% of what you spent installing the audit-recommended energy conservation measures, up to ₹10,00,000. In total, that works out to a maximum of ₹12 lakh per eligible unit.

Is this funding a loan, a grant or an equity investment?

It is neither a loan nor an equity deal. The scheme operates as a reimbursement-based subsidy, so you are paid back a portion of money you have already spent. There is nothing to repay, no interest, and no equity or stake in your business is taken.

Which businesses are eligible to apply?

Eligible units are micro and small enterprises in West Bengal that manufacture or process textiles, apparel or technical textile products. Private sector, co-operative sector and joint sector units can apply, along with companies and undertakings owned or managed by the State Government. Your unit must also have started production on or after 1 April 2022.

Do I need DPIIT recognition or a separate MSME certificate to apply?

The published eligibility criteria do not call for DPIIT recognition or a separate MSME certificate. What the scheme does require is a Registration Certificate, a Date of Commencement Certificate, and an Eligibility Certificate issued by the West Bengal Tourism Development Corporation Limited, along with a project that has been approved and sanctioned by a Central Financial Institution, a Commercial Bank or a State Financial Institution.

What is the last date to apply?

There is no last date. Applications run on a rolling basis, so you can apply at any point while the scheme is in force. The parent West Bengal Textile Incentive Scheme took effect on 13 December 2022 and is valid for five years, so the window stays open through that period.

Do I get the money before or after the energy audit and installation work?

The money comes afterwards. Both components are reimbursements. The unit arranges and pays for the audit by a certified agency, and the audit reimbursement is released once the recommendations have been successfully implemented. The installation reimbursement works the same way — you complete the work identified in the audit, then claim your share of the cost.

What documents will I need to apply?

You will need your unit's Registration Certificate, its Date of Commencement Certificate, and the Eligibility Certificate from the West Bengal Tourism Development Corporation Limited. You should also be ready with evidence that the project was approved and sanctioned by a Central Financial Institution, Commercial Bank or State Financial Institution, along with your energy audit details and recommendation report. The online application itself involves a Common Application Form plus Form A and Form C.

How do I submit an application?

Everything is handled online. Start by registering on the official portal, then log in with your registered email ID and password. Fill in the eligibility form, complete the Common Application Form along with Form A and Form C as applicable, download and self-sign the forms, upload the signed copies, and submit the application through the portal.

What happens to my application after I submit it?

It goes through an eligibility check on the portal, followed by a review of your project details. The authorities verify your operational status and certificates, confirm that the project was sanctioned by a recognised financial institution, and assess the viability of your audit recommendations and proposed installations against the scheme's energy efficiency objectives. Communication on the outcome comes through the portal or your registered contact details.
