First comes financial vetting. The enterprise has to take its proposal to a Central Financial Institution, a Commercial Bank or a State Financial Institution and secure approval and sanction. That exercise involves a detailed look at whether the project is feasible and financially viable.

Second, the application in Form-A1 reaches the Directorate of Textiles, where it is checked against every eligibility condition — including whether the Four-party agreement has been properly executed.
