How much funding can a tourism unit get under this subsidy?

The amount depends on where the unit is classified. Group A units receive up to ₹1 crore, Group B up to ₹1 crore, Group C up to ₹1.2 crore, Group D up to ₹1.5 crore, and units in Special Areas up to ₹1.75 crore. The figure is calculated as a share of your fixed capital investment, not as a flat payout.

What percentage of my investment does the subsidy actually cover?

Rates run from 7.5% to 25% of fixed capital investment. Group A gets 7.5%, Group B 10%, Group C 15%, Group D 20%, and Special Areas 25%. Since each rate is paired with a maximum amount, a large project may hit its ceiling before the percentage is fully used.

What does the subsidy consider as fixed capital investment?

Three categories of spending count: building construction, plant and machinery, and equipment installed within the tourism unit for pollution control. These are the investments on which the percentage is applied.

Is this subsidy a grant, a loan, or does it take equity?

It is a non-repayable capital subsidy. You do not repay it, and the state does not take any stake or ownership in your business in return. It is a direct financial boost to help you set up or expand a tourism unit.

Which enterprises are eligible to apply?

Eligible micro and small enterprises operating in West Bengal's tourism sector. This covers new tourism projects and units set up on or after 22 February 2021, as well as expansion projects of existing units. Ownership can be private, co-operative or joint sector, and companies or undertakings owned or managed by the State Government are also eligible.

Can a unit that was already running before 2021 still apply?

Yes, in specific cases. Eligible hotel units that began commercial operations between 7 January 2015 and 31 December 2020 may apply if they could not apply under the previous scheme because of its bar licence requirements. Expansion projects by existing units are also covered.

Do I need DPIIT recognition or MSME registration to claim this subsidy?

The conditions set out for this scheme do not include DPIIT recognition. What is required is that the unit qualifies as a micro or small tourism enterprise and holds three documents issued by West Bengal Tourism Development Corporation Limited: a Registration Certificate, a Date of Commencement Certificate, and an Eligibility Certificate.

What documents and approvals should I arrange before applying?

You need a detailed feasibility report or project report prepared for the purpose, approval and sanction of the project from a Central Financial Institution, Commercial Bank or State Financial Institution, and the three WB Tourism Development Corporation certificates. These are attached along with the Common Application Form when you submit on the Shilpasathi portal.

How and where do I apply for the subsidy?

Applications are made online through the Shilpasathi portal. After registering on the portal and creating your user account, you apply to the Managing Director, West Bengal Tourism Development Corporation for the required certificates, then log in, choose Tourism Incentive under ALL SERVICES, create your CAF ID, complete the Common Application Form, attach the documents, tick the declaration and submit. You are notified by SMS and email at submission, approval and rejection stages, and can download the Registration Certificate from the system once approved.

Is there a deadline to apply, and how long is the scheme valid?

There is no fixed closing date — applications run on a rolling basis. The scheme itself is valid until 31 December 2025, so your unit and application need to fall within that window.
