When must my unit have started commercial production?
Commercial production needs to have commenced on or after January 1, 2022, and by December 31, 2024 at the latest. Units outside that window do not meet the eligibility condition.
What is the Four-party agreement and is it compulsory?
Yes, it is one of the stated requirements. The agreement must be executed with the Directorate of Textiles, a Financial Institution and Tantuja before your application can be considered.
Does the scheme take equity or a stake in my business?
No. This is a subsidy, which means the money is reimbursed against costs you have already incurred. Nothing is taken in return — there is no equity, no shareholding and no repayment.
What documents do I need to submit?
The application has to be made on the prescribed Form-A2, along with the supporting papers set out in the scheme guidelines. In practice these include a detailed project report, a feasibility study, proof of when commercial production began, the approval letter from your financial institution, and the details of the energy audit together with the installations you propose.

Applications are submitted offline, after commercial production has commenced, to the Directorate of Textiles, Handlooms, Spinning Mills, Silk Weaving & Handloom Based Handicrafts Division, New Secretariat Buildings, 1, K. What is the deadline for applying?
Two limits apply together. Your application must reach the Directorate within 12 months of the date your commercial production began, and it must be filed before the scheme's validity ends on December 31, 2024.
Who reviews the application and what do they check?
The Directorate of Textiles reviews it. They verify the date of commencement of commercial production, the execution of the Four-party agreement, and prior project approval from a recognised financial institution. They also scrutinise the detailed feasibility report and the audit's recommendations to confirm the proposed conservation measures. If everything is in order, the reimbursement amount is determined and sanctioned.
