Which business activities does the scheme fund?
Projects have to fall within the 18 sectors the programme supports. These include dairy production, tent and utensil rental, sound system rental, flour mills, photocopy, fax and lamination services, mushroom, vegetable and flower cultivation, handloom and woollen items, adventure sports equipment, tailoring and beauty parlours, organic fertiliser and animal feed production, fruit preservation, animal husbandry, purchase of cultural instruments, electronics, vehicle and mobile repair, plumbing, and innovative projects.
Is the money a loan, and does the government take equity in the business?
No. The support is provided as a grant, so it is not a loan and the department does not take a share in the group's business. The only contribution expected from the group is its 25% share of the project cost.
Is there a last date to submit an application?
There is no fixed deadline. The scheme runs on a rolling basis, so applications can be put in at any point in the year and are processed through the district-level review described in the scheme guidelines.
What documents does an application need?
The application pack includes a group photograph of all members, a written description or work plan of the proposed business, details of the building or land available for it, and a certified estimate of the expected expenses. Along with these, the group must submit its registration number, the names of all members, their birth certificates, educational qualification certificates and permanent residence certificates, the group's bank account details, any training or experience certificates relevant to the business, and details of the monthly family income from all sources.

Collect the application form from the nearest Youth Welfare and PRD office in Uttarakhand. Complete it, attach all the supporting documents and submit the set to the District Youth Welfare and PRD Officer through the Regional Youth Welfare and PRD Officer. How are beneficiary groups selected, and how many are picked?
The District Officer first inspects the site, then forwards the proposal with a recommendation to the District Magistrate. The consolidated list of recommended groups goes to the Director of the Youth Welfare and PRD Directorate, who makes the final selection. At least two beneficiary youth groups are chosen from every district, so that benefits are spread equitably within the allocated budget.
How is the approved amount paid out?
The sanctioned amount is transferred directly into the group's bank account, which is why bank account particulars form part of the application documents.
