The policy accepts three forms of registered entity — a Private Limited Company, a Limited Liability Partnership (LLP) or a Registered Partnership Firm.

• Age of the entity: no more than ten years may have passed since incorporation.
• Turnover ceiling: annual turnover must not have crossed ₹100 crore in any financial year since incorporation.
• Clean formation: the entity must not have been created by splitting up or reconstructing an existing business, and it must not be part of a family or business group.
• Innovation or scale: it should be engaged in the development or improvement of products, services or processes, or run a scalable model with high potential for employment and wealth generation.
• Uttarakhand presence: a company registered in another state can still apply, but it must have an office and substantial operations inside Uttarakhand.
• Local workforce: during the recognition period, at least 70% of full-time employees must be Uttarakhand domiciles.

• Trademark and industrial design applications — up to ₹10,000

MSME financial incentives: the policy also extends MSME-linked assistance covering a special capital subsidy, an interest subsidy, stamp duty exemption and SGST reimbursement.

Incubation support: one-time free assistance for both pre-incubation and incubation services.
