How much money does the Skilled Youth Startup Scheme provide?

Is this a grant, a loan, or does the government take equity?
It is a debt-based scheme. The core support is a loan from a bank or PSU financial institution, which you repay with interest on the lender's terms. The government's own contribution takes the form of the back-ended subsidy, which is one-time and non-refundable. No equity or ownership stake in your business is taken.
Is there an application deadline?
No. Applications are accepted on a rolling basis throughout the year, so there is no closing date to plan around. The practical timeline is set by how long your project takes to clear the Selection Committee and then the bank's sanction process.
Who is eligible to apply?
You need a Certificate of Identification (COI) or Sikkim Subject Certificate — a Residential Certificate for urban areas — and you must be unemployed, aged between 18 and 45, with at least a Class V pass from a recognised school. Your family income cannot exceed ₹8 lakh per annum, only one member of a family may apply, and you must not be a defaulter with any nationalised bank, financial institution or co-operative bank.
Can two members of the same family apply?
No. Only one member per family is eligible under this scheme.
Do I have to put in my own money?
Yes. The applicant is expected to contribute 5–15% of the project cost, with the balance met through the bank loan and the back-ended subsidy on the approved cost.

A wide range, including Animal Husbandry such as Dairy, Poultry and Piggery, Organic Farming, Food Processing, several manufacturing segments, Handicrafts, Tourism ventures like Homestays and Adventure, IT and IT-enabled services, Retail, Coaching Institutes, Herbal Products, Automobile Workshops, Diagnostic Centres and even Film Industry projects.
What documents do I need to submit?
You will need the prescribed application form (Annexure-I), a Detailed Project Report describing your proposed venture, identification proof, age proof, educational certificates, a technical certificate where the project requires one, an income certificate, and a valid trade licence for the business.
Where and how do I apply?
Download or collect the prescribed form and submit it, along with your Detailed Project Report and all supporting documents, to the General Manager at the District Industries Centre (DIC) in Gangtok or Jorethang. The scheme document is published on the Sikkim Industries department website at industries.sikkim.gov.in.
Once approved, how soon is the money released?
Approval by the Selection Committee is only the first step — your project is then forwarded to the designated bank for loan sanctioning, and the mandatory 3-day Entrepreneur Development Training has to be completed before the amount can be disbursed.
Is the loan repayable, and is there a lock-in period?
Yes, the loan and its interest are repayable as per the bank's terms and conditions. You may close the account early with the approval of the Commerce & Industries Department, but a lock-in applies: one year for agriculture and allied activities, and three years for other projects.
