How much funding does the Capital Investment Subsidy pay?

The payout depends on the size of your enterprise. A micro or small unit receives 35% of its investment in plant and machinery, capped at ₹30,00,000. A medium or large unit receives 20% of that investment, capped at ₹20,00,000. The top amount available under the scheme is therefore ₹30 lakh, and medium and large enterprises can receive up to ₹20 lakh.

Which industries count as Thrust Area Industries?

Seven sectors are notified: electronics, biotechnology, food processing, agro processing (including marine products), leather products and footwear, light engineering (including auto components), and textiles (including garments). To qualify as a new thrust area unit, production must have commenced on or after 3rd April 2003.

Is there a deadline for applying?

The scheme itself runs on a rolling basis, so there is no single annual closing date. The claim, however, does have a time limit. A new unit must apply within one year of obtaining its Entrepreneurs Memorandum Part-2, Permanent Registration or Commencement of Production Certificate. An existing unit must apply within one year of completing its expansion, diversification or modernisation.

Who is eligible to apply?

A unit registered as a Thrust Area Industry in Puducherry, operating in one of the notified sectors, is eligible. Micro, small, medium and large enterprises are all covered. New thrust area units additionally need to have started production on or after 3rd April 2003.

Does the scheme take equity or a stake in my company?

No. This is a subsidy, so the funding is non-dilutive — the department does not take shares or an ownership stake in the unit in return for the capital investment subsidy.

What documents do I need to submit?

Typically a detailed project report, proof of Entrepreneurs Memorandum Part-2 or Permanent Registration, Udyam Registration for MSMEs, proof of the amount invested in plant and machinery, land and building documents, and financial statements. Copies should be self-attested where required. The prescribed form may call for additional papers, so check the current version on the Directorate's website before filing.

Where and how do I apply?

The process is offline. Obtain the prescribed application form from the official website of the Directorate of Industries and Commerce, Puducherry, fill in every mandatory field accurately, and submit the signed form with all supporting documents to the concerned authority at the Department of Industrial Development. Make sure to collect a receipt or acknowledgement showing the date and time of submission and, if applicable, a unique identification number for tracking.

How is the subsidy money paid out?

It is generally released in a single installment. If funds are scarce or another exigency arises, it may be paid in multiple installments instead. Units whose project was financed by a bank or financial institution receive the subsidy through that lender, and the amount is used to adjust the loan or to create additional fixed assets or working capital. Self-financed units are paid directly.

Who decides whether my unit qualifies?

The State Level Committee reviews each application on its merits. It checks whether the unit meets the eligibility criteria, verifies the investment made in plant and machinery, and assesses how well the project fits the scheme's objectives for Thrust Area Industries before granting the incentive.

Do I need DPIIT or Udyam registration?

DPIIT recognition is not listed among the eligibility conditions published for this scheme. MSME applicants do typically submit Udyam Registration as part of the document set, alongside Entrepreneurs Memorandum Part-2 or Permanent Registration. The central requirement remains that the unit is a registered Thrust Area Industry in Puducherry.
