Puducherry Capital Investment Subsidy — ₹25L for Disabled & Ex-Servicemen — Frequently Asked Questions

FAQ

Answers to the questions founders most often ask about Puducherry Capital Investment Subsidy — ₹25L for Disabled & Ex-Servicemen — who qualifies, the funding amount, required documents and how the application works.

Frequently asked questions

How much money can a unit receive under this subsidy?

The subsidy works out to 25% of the investment made in land, building, and plant and machinery, and it cannot go beyond ₹25 lakh for a single unit.

Who is eligible to claim this subsidy?

Two promoter categories qualify: a physically handicapped entrepreneur whose incapacity is not less than 40%, or an Ex-Serviceman. The unit itself must be a new micro or small manufacturing enterprise that started production on or after 5 August 2009 and is based in Puducherry.

What does the 40% incapacity condition mean?

The rules treat an entrepreneur as physically handicapped for this subsidy where the incapacity is not less than 40%. A lower assessed incapacity does not meet the promoter condition for this particular component.

Is there an application deadline?

Claims run on a rolling basis, so there is no single closing date. Even so, a new unit has to file within one year from the date it obtained its Entrepreneurs Memorandum Part-2, Permanent Registration, or Commencement of Production Certificate. A unit taking up expansion, diversification, or modernisation must file within one year of completing that activity.

Does the government take equity or expect the money back?

No. This is a subsidy, so there is no equity dilution and nothing to repay.

How is the subsidy actually paid out?

It is normally released in one instalment. Where a bank or financial institution has funded the unit, the money is channelled through that institution and can be used to adjust the loan, to create additional fixed assets, or to support working capital. Self-financed units receive the payment directly.

Who evaluates the application?

A State Level Committee reviews every case on its merits and decides whether the industrial unit fulfils all the specified criteria and qualifies for the grant of the incentive.

Where do I get the application form and how do I apply?

The prescribed claim form is available on the official website of the Directorate of Industries and Commerce, Puducherry, through the common application link for subsidies. Fill in all mandatory fields, attach self-attested copies of the supporting documents named in the guidelines, sign the form and submit it to the designated authority, then ask for an acknowledgment — it should carry the date and time of submission and, where applicable, a unique identification number.

Which documents are needed to file a claim?

The claim is made on the prescribed form along with self-attested copies of the supporting documents listed in the scheme guidelines. The unit's Entrepreneurs Memorandum Part-2, Permanent Registration, or Commencement of Production Certificate also matters, because that date fixes the start of the one-year filing window.

Does the unit have to be located in Puducherry?

This is a Puducherry government scheme administered by the Union Territory's Industries and Commerce Department, and it applies to manufacturing units set up in Puducherry.
