Selection process
The first filter is eligibility. The enterprise must be a Micro or Small Scale Enterprise permanently registered with the Directorate of Industries, Trade and Commerce, Government of Goa, and must meet the quality standards specified by the concerned State Government Department.
Once a tender is under way, the bid prices are compared. Where the lowest bid has come from a non-MSE and an MSE's quote falls within 15% of that figure, the MSE is offered the chance to match the lowest tender price. For contractual tenders involving installation, the pro-rata percentage preference is applied instead.
The tender is then awarded through competitive bidding, with the scheme's preferential terms layered over the normal evaluation.
